S ile t z N e w s Programs Page 3 Proposed committee restructuring Each February, at the regular Tribal Council meeting, committee appointments are usually made. Chairman Duncan had requested that the Council consider restruc turing the committees to increase the effectiveness of the committees and to allow for better communi cation. The Tribal Council is reviewing the Standing Commit tee Ordinance to allow for these changes, as well as having alternate Council representatives to the committees and directing that no committee meetings occur without a Council representative. The following is a draft restructure: Executive Committee (comprised of the Chair, Vice Chair and Secretary-Treasurer) Sub-Committee: Legislative Committee with the Tribal Attomey(s) Sub-Committee: Budget Committee along with tribal members. Sub-Committee: Public Relations Committee, with the Chair as the spokesperson Natural Resources Committee Sub-Committee: Hunting and Fishing Sub-Committee: lim ber Sub-Committee: ’ Environment Culture Committee Sub-Committee: Sacred Lands Sub-Committee: Pow Wow TOM MELVILLE, MAT I would like to take this opportunity to introduce myself and present some ideas regarding prevention. I also would like to thank those who have made my transition as an employee with the Tribe painless and enjoyable. The idea of prevention is often misunderstood. As a rule, preven tion and treatment or therapy are on opposite ends of thè spectrum. Treatment/therapy refers to providing culturally sensitive activities that are designed to Cure or remedy a disease. Examples of this are sweats, talking circles, detoxification centers and transi tional living home. Prevention refers to actions taken to minimize and eliminate risk factors associated with different health issues or diseases. Examples of prevention programs are mam mography examinations, vaccina tions and educational activities designed to give a certain population the tools to make healthy choices and decisions. Prevention in the past has mostly focussed on activities that occupy tribal youth's time and only help in the short-term. Although activities are a part of *Tribal Services Committee Sub-Committee: *Employment Services Program, TANF Sub-Committee: Housing Improvement Program Sub-Committee: *Youth Services (Nanitch, ICW, Suicide Prevention Task Force, etc.) . Sub-Committee: *Alcohol and Drug (Wilderness Program, NARA, etc.) Of course, these are preliminary proposals, and we want to get your input on the restructuring. The Committees and staff were directed to review this proposal and submit recommendations. At the Tribal ’ Council retreat, scheduled in early April, goals, objectives and committee member responsibilities will be outlined. Please forward your comments and recommendations to the Tribal Council Secretary at your earliest convenience. *New committees Education Committee ’ Economic Development Committee Sub-Committees: Each enterprise Health Committee Youth Services Program Youth invited to participate in center activities KENT RILATOS Youth Prevention Coordinator W hat’s going on with prevention 'Prevention Coordinator *Law & Order Committee p revention, it..sh o u ld , n o t b e the only ,‘aspect of ’ prevention to concentrate on. From a research standpoint, education, i s . much more effective because it has a life long component. Therefore, I would like to change the focus of the Prevention Coordinators position to not only providing activities for tribal youth, but td also educate. In the long-term, education that gives tribal youth the power to lead healthy, clean and sober lives while reducing risk factors is much more bene ficial. I have sent out a letter to all the staff at the Siletz Public School stating a plan to teach health- related topics for anyone who needs assistance. I am a qualified Pre-k-12 Health Educator and feel strongly that the school system is a good beginning to iinplement prevention programs. Again, I would like to thank all those individuals who have provided me with ideas and encouragement. I hope to continue spreading the word about the philosophy of prevention and can use any assistance tribal members are willing to provide. Thanks again. Over the last two months the staff have been busy designing 'new programs and activities for our youth.
