Siletz and EPA sign environmental role agreement
The Confederated Tribes of Siletz
Indians Natural Resource Depart­
ment and EPA have been working
on this Agreement over the past
year. This Agreement identifies the
respective roles and governmental
responsibilities of the Tribe and
EPA for planning and undertaking
environmental protection activi­
ties. The Tribe and ERA enter into
this Agreement in order to ensure
that the Tribe has substantial and
meaningful
involvement
in
environmental policy decisions
impacting tribal lands, members
and tribal resources.
The parties expect that the
improved coordination that will
result from this Agreement will
maximize effective protection of
tiie Tribe's environment and the
fulfillment of the EPA's legislative
mandate and trust responsibilities
to the Tribe.
In furtherance of the expecta­
tions of the parties, the following
declarations are made and agreed
to:
1. Pursuant to federal Indian
law and policy, the Tribe is the
government with primary stew­
ardship for its members and
resources, and the Tribe has the
right to a substantial and meaning­
ful role in protecting the environ­
ment of its homeland.
2. The EPA is the federal agency
with the primary responsibility for
the protection of the environment
in and of the United "StateZ 1
EPA has a trust responsibility to
use its legal authority to assist in
the protection of the Tribal
environment. The EPA is commit­
ted to assisting the Tribe in its
development and implementation
of an environmental protection
program which is consistent with
EPA's regulatory authority.

Athapascan Language Project
Language apprenctices, scriptwriters, and actors needed

Language Project Coordinator
We are recruiting nine Siletz tribal
members who are interested in
becoming Master Apprentices for
our Athapascan Language Project.
The Master Apprentices must have
a passion for the promotion and
preservation of the Athapascan
dialect for present and future
generations. We are looking for
two people from each of the
following service areas: Portland,
Salem and Springfield, arid three
people from the Siletz area, for a
total of nine Master Apprentices.
The Athapascan Language
Project is focusing on a complete
home-study course. The home-
study course, which will be
available to all tribal members, will
include support materials that are
being developed in units. A
complete unit will include written
materials accompanied by audio
and/or video-taped materials. We
are targeting a home-study course
that is multi-level that can also be
used in the classroom.
The Master Apprentices will
commit to learning the Athapascan
language. They will work with the
Language Project Team and the
Language Instructors to mentor
language instruction in their tribal
service areas using the home-study
course. Some of the duties will be
to coordinate classroom meetings
with families and individuals on a
regular basis. To co-instruct

their areas, assist "Mead Start staff
with implementing Athapascan
curriculum in classrooms, and to
assist with immersion camp
activities. This language instruc­
tion commitment will continue
after the project's end.
Scriptwriter
We need a Scriptwriter for our
home-study video production.
They will work with the team to
help write scripts based on the
units of curriculum that will be
provided.
Actors
Our
home-study
video
production will need elders,
adults, and children who are
interested in participating in the
video production. We also need
stand-ins.
