EXPLANATION OF THE BONDS NO N E W D E B T C R E A T E D — No now debt or tux whatever in any form w ill bo created by this issue, but a m aterial saving to the water fund w ill result. R E T IR E M E N T OF T H E S E B O N D S — Following the practice adopted in recent years, definite dates are set for the retirement of this proposed bond issue. Payments from the water fund at the rate of $6.000 the year are to start ten years from date of issue, and are to oontlnue at that rate until the entire issue is retired in 1947 That the water fund w ill be able to meet these payments is explained in another paragraph. REASONS FOR T H E B O N D S — A $30,000 issue of water bonds w ill become due July 1, 1030. No provision for retirement of these bonds was made when the bonds were issued, and the water fund w ill be unable to take them up except by this proposed new bond issue Unices such an issue of bonds is approved by the people the city would be compelled to levy a tax for their payment. The water fund should pay these bonds, and It w ill do so if the new issue is authorised. For several years the water fund has had outstanding warrants of $14,000 to $16,000 This condition haaex isted because of improvements made during recent years to give every portion of the city a oonstont and adequate supply of pure water, because of large installations of meters to insure every user paying the some price for the same service and to conserve the water supply, and because upkeep of lines was neglected for many years because of in adequacy of funds Except for these outstanding warrants, the water fund, w ith receipts increasing annually and with the distribution system in a greatly Improved oonditton, is in a healthy oondition interest charges will be leas on a bond issue than on warrants, and the council believes it is more business-like to have outstanding bonds, with a definite date set for payment, than to have a large amount of outstanding warrants that w ill be a drag for several j MUTB. The $30.000 required to refund the bonds, and the $16,000 asked to retire warrants makes a total of $36 000 the amount of bonds asked. REASO NS W H Y T H E B E BONDS C A N BE P A ID AS T H E Y B EC O M E D U E — Every year for a term of years the water fund has been retiring $6,000 of the issue of $100,000 voted when the supply line was built to the na- forests Interest on this issue and on all other w ater bond issues has been paid promptly This $100,000 issue W » h® completely retired in 1936, before payment Is to start on the proposed issue which the people are now asked to vote. W ith this burden lifted, and w ith increased receipts annually, the water fund should be easily able to meet payments on this Issue as they fall due. W A T E R F U N D ON SOUND B A S IS — The condition of the water fund has greatly improved during recent gt?Um ent l“ ued bJ U>e city engineer showed a p rofit of $10,336 for 1939 This p ro fit should increase annu- ally w ith the growth of the city, especially as a large amount of new work that had been required for y e a n has now been completed. C O TTA G E G R O V E BONDS S E L L W E L L — Because Cottage Grove has met every obligation promptly, its bonds sell at a premium and are readily disposed of to in i estors.
