NO N E W D E B T C R E A T E D — No now debt or tux whatever in any form w ill bo created by this issue, but a
m aterial saving to the water fund w ill result.
R E T IR E M E N T OF T H E S E B O N D S — Following the practice adopted in recent years, definite dates are set
for the retirement of this proposed bond issue. Payments from the water fund at the rate of $6.000 the year are to
start ten years from date of issue, and are to oontlnue at that rate until the entire issue is retired in 1947 That the
water fund w ill be able to meet these payments is explained in another paragraph.
REASONS FOR T H E B O N D S — A $30,000 issue of water bonds w ill become due July 1, 1030. No provision
for retirement of these bonds was made when the bonds were issued, and the water fund w ill be unable to take them
up except by this proposed new bond issue Unices such an issue of bonds is approved by the people the city would
be compelled to levy a tax for their payment. The water fund should pay these bonds, and It w ill do so if the new
issue is authorised.
For several years the water fund has had outstanding warrants of $14,000 to $16,000 This condition haaex
isted because of improvements made during recent years to give every portion of the city a oonstont and adequate

on a bond issue than on warrants, and the council believes it is more business-like to have outstanding bonds, with a
definite date set for payment, than to have a large amount of outstanding warrants that w ill be a drag for several

The $30.000 required to refund the bonds, and the $16,000 asked to retire warrants makes a total of $36 000
the amount of bonds asked.
