6 august7 2014 At the July 21, 2014 City Council Meeting: Council Continues Negotiations for City Administrator- Immediately upon convening the regular City Council meeting, Council recessed to Executive Session under ORS 196.660(2)(a) Em- ployment of Public Officers, Employees and Agents. Upon returning to regular session Council instructed staff to make a counter offer to Gian Paolo “Paul” Mammone for the City Administrator position. Later in the meeting Councilor McNair asked Mayor Josette Mitchell, who has been serving as Interim City Administrator with no pay, whether she would be willing to continue in that ca- pacity until September 1, 2014. Mitchell declined to answer the request. McNair later went on record as expressing his disapproval and disappointment with Council’s choice for the new City Ad- ministrator. The class will be taught at Vernonia School District Outdoor School from September 16-19. The employee will be paid by the City for four half days while teaching the class. Council Approves Title Contract- Council approved an extension of a contract with Ticor Title for Real Estate Title Search, Escrow and Related Ser- vices, not to exceed $20,000. The scope of work in the contract relates to flood damaged property buyouts by FEMA and the costs are paid for through the Hazard Mitigation Grant Program. The City is contracted with Community Ac- tion Team to provide flood administra- tive services for these activities. Mayor Josette Mitchell abstained from voting on this item. At the August 4, 2014 City Council Meeting: Council Approves Police Vehicle Purchase- Council approved the purchase of two used Chevy Tahoe police vehicles from the Scappoose Police Department for a total of $40,000. Vernonia Police Chief Mike Conner says the vehicles will come fully equipped except for radios. One vehicle has approximately 18,000 miles and the other just over 30,000. According to Conner the VPD just made their final payment on a Tahoe they already own- that vehicle when new and equipped cost nearly $60,000. Conner says he has been budgeting $12,000 per year for vehicle payments, although he did not anticipate purchasing any vehicles Council Approves Employee Teaching this year and does not have any funds at Outdoor School- Council approved in his budget.
