Give him the opportunity to show his talents and ability.” William Gilmer T he Bush administration has issued guide lines to State Department employees instructing them not to use sexual orientation as a disqualifying factor in issuing security clear ances, The Washington Times reports April 20. T h e move appears consistent with President Bill C linton’s executive order prohibiting dis crimination in issuing security clearances and might be a sign that the administration will not roll back policies that ban discrimination against lesbian and gay U .S. citizens in the federal workplace. “We are pleased that the Bush administra tion is judging loyal, hard-working Americans on their service instead of outdated stereotypes,” said W innie Stachelberg, Human Rights Campaign political direc tor. “While this maintains the status quo, we are hopeful that this is an indication that the administration will keep in place an executive order prohibiting dis crimination based on sexual orientation in fed eral employment.” Clinton signed an executive order Aug. 2, 1995, creating— for the first time— uniform standards for issuing security clearances. “Gay and lesbian Americans have served their coun try honorably and nobly— and should be judged, like other Americans, solely on their qualifica tions,” Stachelberg said. gay U.S. Reps.
