top Pentagon positions as a consultant in the
role of special assistant to Rumsfeld.
Robert H. Knight, Culture and Family Insti
tute director, told The Washington Times: “An
administration that has pledged to uphold the
moral order has no business advancing the
homosexual agenda through appointments.
People are policy.”
Knight said Bush officials “are trying to
become the bisexual administration. They are
trying to have it both ways.”
But Charles Moskos, the Northwestern U ni
versity military sociologist who is considered the
architect of “don’t ask, don’t tell,” said he wel
comed Herbits’ appointment as “a very enlight
ened step,” calling it a “good sign that this
administration is showing itself not intolerant
on sexual minorities.” T h e gay ban, he
explained, only applies to uniformed personnel,
“so to get upset over [the appointment] seems
beyond the bounds.”

new AID S czar Scott Evertz on April 17 in M il
waukee. It marked his first meeting with a
national organization to address concerns about
the future of HIV/AIDS policy during the Bush
administration.
French highlighted three focus areas: health

A ID S epidemic in Wisconsin should spur him
to assure greater federal investment in A ID S,”
said Michael Gifford, A ID S Resource Center of
Wisconsin deputy executive director.
Meanwhile, Evertz is being attacked by the
Family Research Council and the Traditional
Values Coalition because of his sexual orienta

are Vice President Dick Cheney’s wife,
Lynne, and the Gay and Lesbian Medical
Association.
“We are amazed that the same groups
who wanted other Bush nominees to he
judged on their work, not their personal
views, are mounting a campaign against the
person named director of the W hite House
Office on National A ID S Policy,” GLM A pres
ident William Gilmer said. “W hile we do not
give Mr. Evertz a free pass simply because he is
gay, no one should deny anyone a job simply
because of their sexual orientation. Give him
the opportunity to show his talents and ability.”

T
he Bush administration has issued guide
lines to State Department employees
instructing them not to use sexual orientation as
a disqualifying factor in issuing security clear
ances, The Washington Times reports April 20.
T h e move appears consistent with President
Bill C linton’s executive order prohibiting dis
crimination in issuing security clearances and
might be a sign that the administration will
not roll back policies that ban discrimination
against lesbian and gay U .S. citizens in the
federal workplace.
“We are pleased that the Bush administra
tion is judging loyal, hard-working Americans
on their service instead of outdated stereotypes,”

W innie
Stachelberg,

political direc
tor. “While this
maintains the
status quo, we
are hopeful that
this is an indication that the administration will
keep in place an executive order prohibiting dis
crimination based on sexual orientation in fed
eral employment.”
Clinton signed an executive order Aug. 2,
1995, creating— for the first time— uniform
standards for issuing security clearances. “Gay
and lesbian Americans have served their coun
try honorably and nobly— and should be judged,
like other Americans, solely on their qualifica
tions,” Stachelberg said.
