It seems to us that the provision in the constitution allowing the indebt edness of the county to be increased beyond the $5000 limit upon approval of the voters, would not apply to the building of railroads. But if the power does extend to building of railroads there is no good reason why Jack- son and Josephine counties should not build a road to the coast. The value to this region of such a road would be immense.
