THE INDEPENDENCE MONITOR Published Weekly at Independence, Polk County, Oregon, on Friday. tatarsd Second CUm Matter August 1, 1812 at the Post Office at Inde psndence, Polk County, Oregon, Under the Act of March 3, 1879. t Oi A Hurley,' Publisher & Proprietor SuMCripUon Rates: One Year $1.50 Strictly In Advance Independence, Oregon, Friday, Feb. 28, 1913 WHY NOT PLAN FOR THE FUTURE? The Monitor is informed that, at one time, tha people of Independence voted to put in a city water system, but tbat it was impossible for the council to get together on the matter. Last year U. Himcliberg put before the people a franchise for a private ayBtemf light, water and street rail way DyBtems.' The council believed lhatthe matter should not be accepted ind it'waa voted down. The Monitor is opposed to a privately owned water ays- tern. It believes the heat interests or an ine peopiecmi u served by securing a gravity system, owned by the jeople We are opposad to coupling this town with the who valley in one big system, as was outlined from a commission to furnish the valley towns. Independence and Monmouth both could wel! afford to have a combined gravity system. Plenty of pure, mountain water is available. The present council would be adding wealth untold to this city, if they would have Hurvoys and estimates made for a system with an ample How of water from some or tlie mountain streams of easy acceHS to Independence. - The great danger of a gr.ivity system, is the clanger of coupling up with a supply of water, wholly inadequate to Hiinnlvt.he nresont tnd future needs of the city. I he editor --i t -1 i -ha seen this mistake made, and recommends that an en tineer be secured of known integrity to do this preliminary work, a man who has no interest in the future of the system other than as an advertisement for himslf. Wedb not recommend this in opposition to our present nrtvAtulv nwned nvHt.ern but from tho uublic welfare. We f t - I believe an effort should be made to come to an understanding with the owners of the present Bysteni, regarding the purchase-of the present plant on a basis of actual value to th city.' The time to take up this matter it now. Will the city council act in the matter? Real Estate a For Sale 16 lots at $100 per lot. ted on Ash creek.
