AMERICA AND JAPAN ENTER INTO TREATY AGREEMENT PARIS, Nov. 28. The terms ot the Amerlcan-Japanee agreement regarding the Integrity of China wai received with attraction by the government. The clauae pledging the two governments to communicate with each other for the purpose of arriving at a mutual understanding before adopting any meas ures in the event status quo 1j threatened ts considered ot Im mense Importance. BERLIN, Nov. 28. The newspapers here received the an nouncement ot the American-Japanese agreement as disposing of a number of dangerous questions In which Europe is also deeply concerned, and they comment favorably upon President Roose velt therein. WASHINGTON, Nov. 28. Despite -official reticence. Information from reliable sources has been obtained ot an agreement of far-reaching Im portance between the United States and Japan, covering the policies of the two countries on the Pacific. The agreement Is based on the Idea of encouraging and defending free and peaceful commercial development on that ocean. It contains not only a mutual guarantee to respect one another's territorial possessions there, but de fines the attitude of the two coun tries toward China, binding each to defend by every peaceful means China's Independence and Integrity and to give equal commercial oppor- tunlty in the Chinese empire to all I nations. More Important still, the agree ment. In the event of complications threatening the status quo, binds the United States and Japan to con sult one another with a view to act ing together. This agreement has been drawn up In the form of a declaration and consists of five articles, ot which the following Is a faithful descrip tion: The first article gives expression to the wish of the two governments to encourage the free and peaceful Jealous log Attacks Wonum. KIrby, a traveling salesman, of South Norwalk, Conn., kiss his wife goodby, caused Teedy Roose velt, a big, bowlegged bulldog, to at tack Mrs. KIrby and nearly kill her yesterday. First he buried his fangs In her thigh. Beaten off, he return ed to the attack and tried his best to reach her throat. When finally be had been whip ped to submission he whined plteous ly for mercy, fawned upon Mrs. Kir by and tried his best to make up with her. Dr. William JL Tracey. the family physician, cauterized the wounds and said he did not fear se rious results from the attack. Mrs. KIrby loves the dog, so she retuses to have him killed. In future, how ever, she will see to It that the dog as out of the way before she kisses her husband. He was Just starting on another trip today when he took Mrs. KIrby In his arms and kissed her. Before i they could do anything to ward off the attack of the jealous animal he had bis teeth fastened In the wom an's flesh, and it was not until be had been beaten terribly that he let go, only to make another attack. JARS OF DEAF Ml'TES. Wife Says Husband Cursed Her With Fingers. , MARYVILLE, Mo., Nov. 27. lira. Ollle MacKay came to Mary vllle from Madison, S. D., to serve as a witness In a suit In which her daughter, Mrs. Mellat Elliott, was suing Oren M. Elliott, editor of the Graham (Mo.) Post, for divorce, and, while waiting for the case to be called, was served wit h papers In which Mr. Elliott sued Mrs. MacKay, his mother-in-law, for $50,000 for alienating his wife's affections. Both Elliott and his wife are deaf mutes and have two children, a boy of 6 years and a girl of 6 months old, both ot whom are normal as to bear ing and speech. Mrs. Elliott alleges In her petition that Mr. Elliott curse dher in the deaf and dumb signal manual and that he struck and abused her. ADVICE TO THE ELKINS GIRL. The Elklns girl, ot course, hopes to break the long line ot unhappy precedents, established by marriage of American heiresses to foreign no blemen, says the Oregonlan. Since almost all girls "land" the fellow they set their cap for, It may be as sumed In advance of the Abruzzl fel low's proposal that he will perforce pop the question and be accepted. Papa Elklns makes this plain, for, although he says there Is no en gagement, he lures the duke with tlne-soundlng phrases. Unless all signs fail, there will presently be an engagement, another American heiress will be expatriated, and after a while there will be mar ital misery. If American heiresses should require their titled husbands to live In this country and to stay away from Europe, there would be more chances ot felicity. When a wife goes to the home of her hus band she usually marries the hus band's whole family and affiliated development ot their commerce on the Pacific. The second Is a mutual disclaimer of an aggressive design, and con tains also a definition of the policy of each government, both as directed to the maintenance ot the existing status quo in the Pacific and the defense of the people of equal op portunity tor commerce and Indus try In China. The third article contains a state ment ot the consequent firm re ciprocal resolution of each govern ment to respect the territorial pos sessions In the Pacific of the other. In the fourth article the United States and Japan express their de termination "In the common interest ot all the powers," to support "by all peaceful means at their disposal,' the Independence and Integrity of China and the principle of equal commercial and Industrial opportun ity for all nations In the empire. The fifth article mutually pledges the two governments. In the case ot the occurrence of any event threat ening the status quo as above de scribed, or the principle of equal op portunity as above designed, to com municate with each other tor the purpose of arriving at an under- standing with regard to the meas- ures they may consider It useful to take. tribes. The Head of the Elks Order Passed Through Medford Yesterday. It Is likely that Rush L. Holland, the grand exalted ruler of the Elks, will have cause to remember Med- ford tor some time to come. He was passing through on a Southern Pa- clflc train yesterday morning when he was met and greeted by several of the members of the order who reside In this city and was presented with a fine box ot Rogue River apples.
