Dnrinsr the next four yer6 of JRcpublican administration the gold etan'dard will be placed upon a firm foundation by law. There will be but a Blight modification of existing tariff laws. The war revenue tax will be pruned down to meet actual requirements. Wholesome and help ful laws will be enacted for the gov ernment of Porlo Rico. Good faith will be kept with Cuba in an honest effort to establish self government for the island. Suitable land laws will be enacted for 'Alaska. Con gress will give Hawaii such needed attention as her condition may re quire. The "Nicaragua canal will be built, and other necessary in ternal improvements receive atten tion. The courts will be sustained in suppressing riot and anarchy. The war in the Philippines will be prosecuted until the natives lay down their arms and acknowledge the authority of the United Slates. The .Asiatic question will be settled in conjunction with other powers :n such. manner as shall be alike just to China and honorable to the American people. The army and naTy will be placed upon a footing which will insure safety at home and command respect abroad.- Trade and commerce with all nations will be invited and fostered, and every industrial .resource of the country given, aid and encouragement by a wise and careful management of public affairs. . .-, , The foregoing is an outline in brief pf the policy which it is as sumed the United States will pursue during, the next four years. .What then -of the Pacifio coast and Ore g'on?-.. It is not hazarding too much to say tbat upon the settlement of the troubles in China and. the sup-, pression of th6 insurrection in the Philippines there will spring, up a commerce of such variety and magni tude as will make the Pacific ocean the greatest com 11 ercial body of water ".' in the world. It will be whitened by the sail of every nation, and the advantageous position of the states of the Pacific, with their immense prod uctive capacity, should make them among the largest con tributors to this volume of com merce. ' The value and volume of this trade will depend largely on the policy pursued in maintaining amicable relations with the nations of the East, and inviting and build ing up reciprocal trade, v The coast bas large quantities' of feed, bread Bluff, 'lumber, fruit fish, canned goods, fresh and cured meats, live Block, vegetables, articles of manu facture and everything necessary to insure a large and diversified trade. But Oregon muBt have someme to look after, these matters. A small man will not answer the purpose. The state should have a man among men to represent her;. a man whose standing and qualifications will command respect and who will have influence, among influential . men. Not alone in'matters of coinaierce affecting the interests of the state is such a man necessary, but there is much other important work to be done in securing appropriations for needed internal improvements. All things considered, it is not clear to the unbiased mind how a man so manifestly superior to all others to meet pieseut require ments should -fail of endorsement before a representative body whose dutv it is to best promote public interests ' Every consideration of state and national policy therefore demands Mr. Corbett'a election and not one valid reason' can be assign ed why he should not be elected. - bGCRBTAKY Lonu was right, says the Yreka Journal, an deolaring the opening of bids for vine construe tion of six armored cruiBera and five battleships, at the Navy De partment, the greatest ' industrial event that this or any other country had ever seen, involving as it will, the expenditure of a sum aggre gating; iu round figures $50,000,000. It spoke volumes for the industrial progress of this country, and es pecially the progress of ship build ing, that there should have been quite a number of bidders for these contracts. In no country outside of Grea't Britain are there as many establishments equipped for the construction of these big fighting vessels. ' Moat of the bids wjre well within the amount appropriated by Congress for the ships. THE TOWN OF MEDFORD AND ITS STREET QRADINO. Medtord citizens and taxpayers are vary much dissatisfied over tbe pro ceedings of the street committee to or dering the grading of F and D streets along the railroad company's lands Especially indignant are these same taxpayers because of the part Mayor Howser took in the matter. Asa prologue to the matter in hand we will say that, by order of the street committee. Commissioner Hooker grad ed and graveled D and F streets from Seventh to- Fourth streets, along the Southern Pacific Railroad Company's right-of-way, and sent a bill,, amount ing to $070.87 fur tbe work bo performed, to the company for payment. Tbe com pany refused to pay the bill upon the grounds tbat it bad not ordered the work. It appears that a few weeks ago Mayor Howser vlsiied Portland and while there bad a conversation with Mr. Koehler, manager for tbe railroad com pany, regarding this work of street, grading. Upon his (Howser's) return to Med lord be Is alleged to have re ported to tbe street committee that Mr. Koehler had agreed to the street grad ing proposition and that he would pay the bill. Tbe streets were graded and tbe bill sent to Mr. Koehler. It was returned to the street commissioner and the following letter accompanied it: ' Portland. Ore., Deo. 15, 1900. MR. J. D. HOOKER, Street Commis sioner, Medford Oregon, Dear Sir: Koadmaster Donnell bas sent to tbe office of the resident engineer the en closed bill which I return herewith. will refrain from comnnting upon the items of this bill, the amount or which I consider very much in excess of the vnloe of the work. I beg to say, how ever, that there ia no understanding between this company and any one in regard to this matter, and I must, therefore, refuse to approve this bill for payment. Mayor Howser, in his last visit, told me that a certain amount of work, plowing, would be done by the city forces, at ' the ex pense of the city, on F street, between Seventh and Fourth streets. .Nothing was said about D street. He also told me .that it was expected the adjoining property holders would then do the grading, or it could be done for tbem by tbe city, and I then stated 'to biro, that while we wore not legally asses sable; would not be unwitting to con tribute a small, amount towards the cost of grading F street between limits mentioned ; but I must respectfully re fuse to entertain any preposition like the one expressed in the enclosed bill. Tbls was the ca h. price to be paid for it by the railroad company, but as the company refused payment town warrants were ordered Issued at a meeting of the board, held Wednes day evening of this week, and the amount was increased 10 per cent to meat the reduced market value of town warrants, which is nioety cents.
