The tax payer's hopes for ' at' least ' a small cut In his heavy burden, on the strength of a substantial surplus built up In the current financial year, ' are held from soaring by the teellng that an Increase In the defense esti mates Is Inevitable. (Surplus No Keller . That there will toe & surplus has already been announced by Neville Chamberlain, chancellor of the ex chequer. Revenue is running about 50,000,000 more than at the same time last year, while ordinary ex- ' pendlture ahows a . decrease equiva lent to more than 2e0,O00.OO0. : Under the existing law. however, 'any surplus realized . by the end of the financial year on March 31 must I , be applied to the redemption, of debt.
