"Tage Five NEW NAVAL AND MILITARY POLICY IS BEING FORMED My Uyrmi Price '(Chief of Bureau, The Associated ' Press, Washington) A now military and naval policy, based on greater strength at) sea and army realignment to eliminate top heaviness, Is emerging from discus sions now in progress In Washing ton. - . , . , There Is little doubt In official circles that President Roosevelt will back up . wholeheartedly, as a major tenet of his appropriations program, Secretary Swanson's request that congress build , up toward naval .treaty limits, - k A former assistant Bocretary of the navy, Mr. Roosevelt has an abid ing conviction the nation's first line of defense 1 must be kept strong under present world conditions. He has been told his overture of last May to -the powers to Join In mutual arms reductions Is not likely to have real resultB. It Is not so' generally accepted that Gen. MacArthur's plea for a larger army will bo pressed by the White House. Some high In the administration feel that while the rank and file might well be strengthened, a great saving In that direction could be made by simplifying and reducing the general staff set-up In the war department. There was a special reason why .the president came under such strong pressure to clarify his money policy immediately on his return to Washington from Warm Springs. In his absence, Acting Secretary . Morgcnthau's "Dont-talk" order to treasury officials had been followed by the circulation of many strange reports regarding administration plans. ( One story was that the whole pol icy was to be reversed, and the cur .rency returned to the gold basis as it .existed under Hoover. Actually, nothing was further from the ex pectations of those on Intimate - terms with the White House. Another report was that the presi dent intended to go to the other ex treme, and begin Issuing "green back" currency with no backing. Ho repeatedly had told his mends he would not do so. . The truth Is the administration Is trying to ohange the basis of the ourrency, and the question, la "What sort of basis should be adopted?" Some want a modified gold basts, some silver and gold, - some a selected group of commodities, some all commodities. The best bet seems to be some form of "commodity dollars." Recent signs of restlessness in the "brain trust" came as no surprise to the practical politicians. Professors are noted 'for having their own ideas, usually different from those of other professors, and for sticking to their theses to the bitter end. Politicians ore used to strange bedfellows, but they knew all along that economists were not, and have been counting on It. ' Efforts are continuing to bring President Roosevelt and Henry Ford together for a talk which many be lieve might wipe out all difficulties between Ford and NRA. The present trouble Is that neither side seems willing to make the overture In a form acceptable to the other. . In formulating his national de fense policy, the president will In sist on closer coordination between army and navy, .to Insure better unison in case of war. .
