Mr. X)e Wuhs Is a cattle buyer. ,-4 CITY OFFERED REDUCTION IN ; POWER COSTS (Continued Prom pagr One) reporter this week from City Man ager Angus McAllster. - Mr. McAllster admits the offer was mode by the power company somo time ago and has been In discussion between power company representa tives and city officials over that pe riod of time. -"The E. O. L. & P. company has mode the city an offer which is roughly a 3S per cent reduction in costs of all city -power furnished by them, or around $3500 a year, ac cording to our figures," says Mr. Mc Allster, "In turn the light and pow er company Insists upon a five-year contract to furnish light and power needs to the city. "Members of tlie city commission I feel they shouldn't sign such a con tract for two reasons. First, that It would bo abridging faith of the peo ple shown In a recent election when a municipal light and power plant was voted as a part of the Beaver Oreek pipeline bond Issue, and sec ondly, tliat the power company's franchise expires In this city In Au gust, 103, and a five-year contract might serVe to tlo the city's hands In future dealings with the E. O. L. tt P." "A 30-year free franchise was granted a former light and power company to operate In La Grande back in 1006. In later years this franchise was token over iby the present light and powor company. The commission feels that If a new franchise Is granted the power com pany In 1036, some revenue to the city for some should be demanded and fixed In the arrangement made then. The city of Baker Is serving Itself with municipal power from Its own plant and in addition Is receiv ing some $4500 more or less from the power company as franchise pay ment." The attitude of tho power com pany Is given In a statement ob tained by tlie Observer from Oene Walker, manager of the E. O. L. ond P. company's Interests In La Grande. Mr. Walker, who places the annua! savings to taxjMyers would the city accept his company's offer, at S4300, says: 1 "In keeping with our desire to fur nish the best possible electric serv ice to all customers at the lowest cost consistent with our remaining : In business .we .have made a careful i study of the use of electric energy , by tho City of La Orande for all purposes. Tho bulk of the city's also i consists of ornamental street lighting ; In the business district, overhead j lighting at street Intersections in the i residence district, and power for sew- I age disposal and water pumping pur- I poses. . I "As a result of tlUs study, we found that It was possible for us to offer the city authorities a proKltlon which would result In a substantial annual saving over the present ar rangement. Thl saving, based on tlie city's consumption for 1032. would amount to $4300 annually, or approximately 360 per month. ; "In order to secure the benefits of this reduction, tho company has requested the city to comply with two conditions. First, to avoid wat or pumping during tlie time of day In which our system peak load oc curs, except In emergencies. Second, to execute a flve-yenr contraot cov ering the city's needs for electric serv ice of all kinds. Neither of these stipulations Is unusual or burden some In any way, and similar pro visions are generally Included in such agreements. "Tlio company Is Justified In mak ing such a substantia! reduotion only If It Is assured of a deflnlto annual sale of energy for) a definite and rea sonably long period of time. There fore, any contract which tho com pany can offer must cover a fairly long period of time." Mr. Walker explains further that since March 1. 1033, this city nas made substantial reductions In the number of ornamental lights In use In the business district and in the size of lights at street Intersections In tho residence district. .This,', he says, has effected a saving to the city of about (300 a month. Taking this Into consideration and apply ing his company's proposed reduc tion to actual number of lights now In use. the total saving to the city on tho 'basis of 1032 consumption would be about 18000 annually, or 007 per month.
