It is partly due (o a disorganized, poliis-ridden police system which puts every city under terrific handicaps in its fight on crime. It us parUy due to the automobile, which has given the crim inal a new mobility. It is paj-tly due to the traditional cor ruption and inefficiency which pervade almost every large city's government from top to bottom. These are the points on which the congresviona committee must give us a lot of detailed information.
