SOCIETY'S OHLIGATION .In almost every discussion of the present economic condi tions of this country and the world in general, one stumbles across the fact that the people of the United States have a higher standard of living than exists in any other nation on earth. . We are told that our people have the highest wage scale in, the World; that they have better homes and more luxuries than any other people; and that their opportunities for edu cation and 'the attainment of economic independence are un sui passed anywhere. All that is; true" enough when everything is averaged up, but we must admit that in some of our great cities people are living in conditions that are positively disgraceful, in slums which arc a menace to health and personal safety. Social workers have been reminding us constantly of these blite on American 'civilization, but all too little has been done abont it. So it is with considerable satisfaction that we ndte the action of the Reconstruction Finance corporation in granting a loan of nearly $4,000,000 to a New York con cern for1 the construction of a modern housing project in the Biionx district. This project is important not only because the job will give erhployment to hundreds of men who need the work in these timfcs, or because it will provide decent homes for some 1200 families which at present are living in slums, although both of those angles are decidedly important. What makes this new scheme almost unique in a profit seeking world is the fact that it marks the beginning of a lai'vscalc housing program in which the needs of society as" a whole are given preference over the builders' desire for financial gain.. No stockholder in this corporation which, is backing the job can receive more than the amount of his original invest ment plus six1 per cent cumulative interest, and no mortgage holder can receive more than five per cent Any earnings in excess of those amounts will autorhatically revert to the state; though, of course, there is no guarantee that the earn ings will ever reach that amount. The limitations allow a fair profit', of course. But it is perfectly clear that the welfare of the1 community is the pri mary consideration in this scheme, and that the backers are not so much moved by the desire to make money as by a desire to render a genuine sen-ice to their fellow men. So far, this Bronx project stands alone, but if the people of our country will once realize the opportunity that is open, many similar" projects will be taken in other cities of the nation. The slum is nlxiut the costliest "luxury" the modern city supports. It depresses the values of adjacent property, it lowers the city's tax income, and it is a breeding ground foi" the wrong kind of character and citizenship. Fine char acters do sometimes emerge from our slum districts, but they come out only against heavy odds. The child born in the slums, as they say, is 1-orn with two strikes alreadv against him. We now have a chance to combine public and private initia tive to w ipe out these terrible slums. This job in the Bronx is a fair example of what can be done if we make up our minds to it. Are we going to make the most of our opportunity? WHAT ABOUT YOt'R FOOD Men and women-have been eating for thousands of years but not until cornparatively recent times has there been any real scientific study of foods. The discovery of the vitamins and the information secured as to the processes of digestion has, in recent years, revolu tionized the scientific conception of food. So "much so that it is ho longer possible to distinguish between food and drugs, for the final products of protein digestion are very closely related Chemically tof certain active drugs. Inasmuch as the function of food is to provide energy for the individual and to assist in rebuilding the constituent parts of the body, a deficiency in any needed element is reflected in ill effects upon the Ixxly itself. Along this line, certain vitamins have been recognized as of peculiar value in pre venting the common cold, which is one of the scourges of the day. In fact, the diet containing the pro-wr proportion of these vitamins has In-en noticeably effective in group tests in protecting individuals against colds. Incidentally, scientists now on the trail of the elusive cold "gemi," find it extremely difficult to make contact. In fact, many tests indicate that it is the smallest known thing in existence.
