The actual work of effecting the I repeal was turned back to the trade by tho conference and it is expect ed that In view of that the con ference will accept tho decision of tho dealers. . ' Many Sign Petition. More than 17.000 names had been secured on the petitions which would have placed tho measure on the November ballot, about 14,500 having been the number required by statute to placo this law before tho voters. However, slnco tho move was started both the 1 na tional automobile chamber of com merce and the National Automobllo Dealers association-havo pointed out that Oregon is in tho first group of states to adopt tltlo legis lation and that a repeal of the Ore gon law might mlnimtzo the chances of securing adoption in the balm nee of .the states. , "Tho present Oregon law wa prepared by 3oe Keller representa tive of the Pacific Coast Hoard of Automobile Underwriters," : ex plained, Ralph J. Stachli, secretary of the Oregon Automotive confer ence. "Keller neglected to follow cither tho nationally approved form of tltlo kiw or any of tho existing satisfactory laws now In use In California and Michigan. Tho pres ent Oregon law has no 'teeth in fact, is a copy of tho Michigan law with all tho 'teeth' very carefully pulled out," he said. Plan Work-! Out. ' "Tho nationul automobllo cham ber of commerce has labored for several weeks with tho national board of 'underwriters and a sutis flactory arrangement has been worked out whero tho national in surance authorities will co-operato with the Oregon automotive trade to bring about ta correction of the existing law at the next legis lature, thus making certain that Oregon will not bo without somo form of title legislation. "J. H. Doyle, national represen tative of tho underwriters, Is au thority for the statement that tho national and coast board of under writers will Interest itself to help bring about tho points "which the dealers insist upon, namely, to re quire an affidavit for an applica tion for a title, to make a false statement In an application a fel ony and providing for1 tho positive indication of all liens filed against cars, as well us corrections which will make possible' tho more effec tive administration of tho act" Decision to withhold tho repeal will also savo the Investment which tho state hits made In equipment to enforce the law. Present Action Doubtful. Just what will be done about tho present tangle of certificates will depend largely on tho disposition of Ram Koaer, secretary of state. While practically every car had a certificate at the first of tho year or shortly after, It being necessary to procure a license, many were se cured by passing up somo of the steps in tho chain of tltlo. Now tho sumo conditions exist again. Dealers who went through the experience once are careful to see that every car turned in to them has indicated the proper succes sion of title. Individuals and used car dealers aro not using tho samo steps somo of the used-car deal ers frankly telling the public that the certificate is of no value, and using in Its stead chattel mortgages and sworn bills of sale to effect deals.
