La Grande will have to go else where for water within the next few years without a doubt, if a normal population growth continues. It is overwhelmingly favored in this country, as indicated by the senate vole, not because it is considered ideal or final, but because it is a step in the direction of peace and justice between nations. No one "ill predict that it will .prevent wars or change selfish na tions into pure altruists. We have courts in this country and yet suffer under crime, greed, and hate. There will always bo nations, as there are individuals, who will defy law and the majority.' The World Court will seek merely to reduce that number to the minimum as the League of Nations seeks to promote fellowship, understanding, and helpfulness.
