Many democrats believe he'll become a senatorial candidate and they look upon him as a very strong man if such should be his choice. The nations or Kurope will not .send their armies against Soviet Russia nor conduct economic warfare against the Russians. The Locarno blue is moral. It has deprived Moscow of what vague hopes it bad of alliance wilh Germany against the other European powers. Gei many won't fight with the Russian government and alone, Moscow has consistently shown an unwillingness lo challenge Kurope. Through Locarno also Soviet Russia is put to a test before the world. In giving Kurope greater economic sta bility it tiff oids a more accurate measure' for economic con ditions in Russia. Then also it permits a closer compari son between the new demon. icy of Kurope and the minority dictatoi'ship in Moscow as measured in what each has ac complished for the well-being of their respective people.
