being, put in shape for consideration by congress. Mellon,
says that we can cut so much from our tax burden and
no more and if anybody ought to know, he's the man.
Now We'll have ft chance to see how effective Coolidge can
be in getting legislation he favors through the house and
senate, it's going to havo a big effect on the rest of this
administration. .;: .', ;
Itefusal of Coolidgu to reappoint licit Hancy to the
shipping board is a very natural action for the' president.
The appointees of an executive are of great importance in
tho official family and being surrounded with workers who
are laigely in sympathy with the president is as necessary
to an administration as a majority in congress. Coolidge
is getting rid of a thorn as anyone else would do under
similar circumstances. Now Ilaney will be free to carry
on his fight against the president's shipping policy in any
way ho sees fit. Many democrats believe he'll become a
senatorial candidate and they look upon him as a very
strong man if such should be his choice. One thing is cer
tain, the democrats are going lii make every effort to pick
an outstanding entry, hoping as they do for Stan field's
nomination in the. opposition ranks. - They say they can
beat Stanfield but. the man to lead them in a victory parade
hasn't been agreed upon.

Moscow's reaction to the Locarno security pacts was to
describe them as i)i Kurupcan bloc against Russia. They are
a bloc, but hot in Die sense Russia sees liiein. The nations
or Kurope will not .send their armies against Soviet Russia
nor conduct economic warfare against the Russians.
The Locarno blue is moral. It has deprived Moscow of
what vague hopes it bad of alliance wilh Germany against
the other European powers. Gei many won't fight with the
Russian government and alone, Moscow has consistently
shown an unwillingness lo challenge Kurope.
Through Locarno also Soviet Russia is put to a test
before the world. In giving Kurope greater economic sta
bility it tiff oids a more accurate measure' for economic con
ditions in Russia. Then also it permits a closer compari
son between the new demon. icy of Kurope and the minority
dictatoi'ship in Moscow as measured in what each has ac
complished for the well-being of their respective people.
If Russia is lo appear at nil favaroble in this competition
wilh the ivst of Kmope it will he because the Moscow gov
ernment is no lunger communistic. its eighth year the
soviet government, is still stroiifily entrenched, but 'one rea
son for that is that it has department from "war commun
ism." I-enin sanctioned the restoration of internal private
trade. Money has been restored. Tuxes are again being
levied, although collected with difficulty.
