It takes but one look at the Second street improvement to realize that a serious blunder has been made. The Eve ning; Observer is not inclined to roar about who is to blame, as fastening blame for public errors is an endless task and only serves to create discord. What this' newspaper is interested in is trying to help devise some plan whereby Second street can be made a decent thoroughfare and not permit it to remain as it is a disgrace, to modern engineering, and a street that will always cause criticism and harsh remarks. If the property owners who will have to pay for this piece of work and we happen to be interested along these lines, being one of them would get together and express a willingness to even increase cost of the improvement, would it be possible to work out a street which would be permanent and at the same time sightly? We believe this might be done t-nrt all would feel much better than to permit this improvement to stand as it is. The paving on Pennsylvania avenue and on Second street between Pennsylvania and Spring streets is entirely too narrow for safe travel. This is especially true when one considers that machines speed up in making the hill. Sharp turns and more sharp turns following the speed which must be gained add to the danger. 1 Another feature which may or may not be important is whether the street will stand without a retaining wall to hold the base.' Wo presume engineers have determined this fact, but td'CWJ irfytfaTnt'lobks quesTtbhablo. 1 ""' ' We should endeavor while street improvement is in order- and while construction companies are on the ground to rebuild a portion of Pennsylvania avenue and a portion of Second street so that in years to come it will not be looked upon ns a failure and a blot upon La Grande's municipal map. It must be remembered that Second street will very likely be the main avenue connecting north and south La Grande as that street already enjoys heavy travel over the viaduct to the Bowman-Hicks plant. Mr. Hudson has shown marked ability in handling the traffic of the port, and each year the in crease indicates a constancy to business which reflects it self in the amount of imports and exports handled through Oregon's gateway. Wheat and lumber are, of course, the largest commodi ties in the export column.
