In either case the effect would be destructive of the principle of constitutional government mid to substitute confusion for order in administering the supreme law of the land. If the supreme court ever retards the movement toward higher ideals, it never inhibits their attainment. Striking down an act of congress which it finds in form or terms repugnant to the con stitution, the court cannot stop the legislative branch of govern ment from passing another bill to the same end drafted to over come the defects of the fitft one. The supreme court stands as :i barrier against the imposition of acts that would override the com mon right to equal protection of life and property.
