Rules to govern civilian usage of the American flag and con
duct in it's presence, adopted by representatives of 00 national or
ganizations called into conference by the American Legion will re-1

governmental regulations for display of the national emblem, the

Probably the constitution is in no danger of being set aside by
the numerous groups that find it an obstacle to fulfillment of their
;selfish aspirations. Nevertheless, the several campaigns under way
to weaken if not destroy absolutely the protection the constitution'

nro proposals for limiting the authority of the supreme court as
interpreter of the fundamental law.
In congress some favor is shown for a suggestion that decisions
on constitutional questions to be binding shall be by not less than
two-thirds of the justice. Another, backed by the editors of a
large chain of newspepers, would have n supreme court decision
vetoable by a two-third vote of congress. In either case the effect
would be destructive of the principle of constitutional government
mid to substitute confusion for order in administering the supreme
law of the land.
If the supreme court ever retards the movement toward higher
ideals, it never inhibits their attainment. Striking down an act
of congress which it finds in form or terms repugnant to the con
stitution, the court cannot stop the legislative branch of govern
ment from passing another bill to the same end drafted to over
come the defects of the fitft one. The supreme court stands as :i
barrier against the imposition of acts that would override the com
mon right to equal protection of life and property. Not a few
people are grievously mistaken on this point. Some of them are
in 'congress.
Thcre neverjias been insurmountable difficulty about remedy
ing abuses and striking down special privileges thai have grown'
up to the detriment of the people. Legislators have not always
been careful, in passing corrective measures, lo'nuike certain that
the cure would not wreak moro injury than good. Unjust and tin-,
constitutional enactments designed to reach hated "big business"!'

is to see that all parties in interest have their due meed of pro
tection. This is the point for popular consideration.

Once again third-parly talk is setting dissenting elements by
the ears, and again it is degenerating into a joinder of large asser
tions by groups that on this or that ground declare antagonism
to the major parties. Third-party movements have broken luo:;o
ulmost every summer pieeeding a presidential election ye.ir.
But it takes more than mere dissnstisfaction with one major
party or with both to lay a working foundation for a third party
carrying strength. In 11)1!). the thiitl-paity movement included a
number of element'.; thai were antagonistic i .-, among themselve.;.
The movement this year already includes such clashing element s.
As the 191!) movement, like many predecessors, weakened from the
hour of its birth and finally collapsed, it is a fail assumption that
the movement now beginning will suffer the same fate.
Why?
