With the. realization of the futility, or at least of the impiacticaliility, of the met li ed, there wa. a (juitc frenernl adop tion of the coiitraet-Iahor system. under which the prison population was "leased to manufacturers, or employed on farms or railroads, or in ijuarries. Uut it soon became apparent that th(i contract method permitted the pi act ice of abuses te the prisoner! themselves, and that it provided a means of unfair competition by which the manufacturer employing prison labor was iven all advantage over those who were compelled to nav ordinary wage scales. And so the need of organizing' distinctive prison iiiuu.sines, inoepenneni 01 and net di- The discussion now niKing in England as to whether a man enn "earn" $500,000 n year conies too late to afford a new text for legislators at Washington, who were so husy delving into the salaries of certain corporation officials, but is interesting never theless, for the variety of view it has evoked. It is shown, circumstantiallv that this standardization would greatly increase the demand, even by inc. iiKiiviouai siaie.s, ior inese prod ucts, and it would at the same time raise efficiency standards among the prisoners emplcyed. Directly it would tend to assure the future em ploymvnt of the prisoner in a stand ardized industry, thus affording him an opportunity to separate himself completely from those influences which too often cause his second ' , , , "Mound in other state thmirrhf. The heavy losses had heen converted into hic prolits thioiioh careful planninu; and organization, lie was the man who had done this. It was true that the labor of the employes was es sential, but their labor alone had not hitherto produced such re sults. Socialists used to hold the theory that there was only one lund of productive work ; labor with the hands. They are not so sure of that any more. Their latest schemes for briiiKiiiK about the millennium do accord some place to the brain that plans as well as the muscles that perform the task. Hut they still contend that "Kaininjr wealth throujyh exploiting labor is not earning it." ( rr; c' . 9? Beside The Point The weather bureau has issued a warning to the public against placing confidence in rainmaking schemes. The statement is di rected agains the experiments conducted at Dayton recently in which it was slated that clouds were dissipated by sprinkling them with electrically charged sand. The news given out by the ex perimenters stressed the fact that the device ordered offered a means of clearing away fogs and clouds, if it should prove to be what the development thus far indicated for it. It was staled that; . if the clouds were charged with moisture the latter would be pre cipitated as a mist. No claim was made that sprinkling electrically charged sand would cause clouds to gather or accumulate moisture. Itather, the opposite is true. The declaration of the weather bureau that " all rainmaking schemes are futile" would seem to be gratuitous as far as the Day Ion experiments are concerned. Then why should reflection be his earninirs, is cominir to be more and more clearly realized. The convict should not he a charge upon the public, and it is cnually true that his dependents should ni t be depriv ed of his earnings. The modern prison should not he a place where a premium iH put upon idleness. OFFICE CAT TflAOt: MARK 111 mm?
