"City of Rams' Over 3,000
Years Old, is Again in the
. Limelight with , Political
Military Mix.

CANTON, . Jti. 25. Canton, the
- "City of Rams," founded more than
1.000 years before the Christian era,
known to Arab voyapers as far back
as the tenth centuiv. and times with-
out number 'ihe center of attack and 1
revolution, airain is the vortex ol
one of China's political-military
whirlpools.
Dutch, Portuguese and English
followed in the footsteps of the dar
ing Stmitis naviguiors, each seeking
trade and each bringing internation
, al complications.
Always . a mart of the : Eastern
world, kings ' and emperors of the
Chou, Chin, Sui, Tang, Ming and
otner dynasties lound it a prize
woi'.h fighting for, and when the
revolution ot 1911 withdrew the Man
chu throne, it was Sunt Yat-Sen, a
man of Canton,, or Kwangtung, as it
is called in Chinese, who welded the
liberal thought of the city and pro
vince ih.o the first Chinese republic.
Later, in 1917, when Premier Tuan
Chi-jui dissolved the , constitutional
parliament at Peking and the militar
. .ista regained control, it was to Can
ton th Sun Yat-Sen fled. There
he gathered about him his followers
:; and launched the republic of South

In the fact of financial, ' political
; ' and military odds , Sun held hia gov
ernment together and. bolstered . it
with such pillars of Chinese public
"" life as the late Wu Ting-fang, once
minister to Washington, one of the
outstanding Chinese of his age, and
General Chen Chiung-ming, the pro
gressive military leader, who mod
ernized Canton and who later turned
N . . against his leader. . ...
Last June, afl:er General Chen,
purposely or by accident, had retired
from Canton to his homo town of
'Waichow, .fifty miles away, one of
nis aanerents, lip Kue, attacked Sun
Yat-Sen and drove him and his fol
lowers from the city.
Previously Sun had backed the los
ing .horse in the race for supremacy
I at Peking, and with the fall of Chang

' She, joined her husband at Wham
Poa, above Canton on the Pearl river,
and there they maintained their
headquarters as long as the navy re
mained loyal. However, arrears of
pay, the evil spirit that has wrecked
more Chinese armies than the swords
- of their enemies, scuttled the f-ad-fastness
of tihe navy jrnd the Suns
escaped to the British colonial city
of Hongkong, from which they made
their way to 'Shanghai.
At Shanghai, Sun efliered negotia
tions with the various political fac
tions of the country, always main
taining the stand that he sought only
the ie-union of his country, Ibut
steadfastly refusing to go to Peking
and assist in' the . rehabilitation of
the old constitutional parliament.
Reports from Shanghai during it ho
last few months indicute that) as the
star of the Peking regime, backed
by. Wu Poi-fu, waned before the
growing military movement. Sun's
prestige revived. His followers Jn
the Peking parliament, alt his in
struction it is ,sakl, blocked legisla
tion with the Assertion that n par
liament recalled to life by militarists
had no authority to make Chinese
laws.
Wu Ting.fang died and Chen Chi-une-ining.
profiting by Yip Kue's
coup, ruled in Canton, but Sun, : de
spite the loss ot these two power
ful supporters, reiterated his old de
claration that he would "come back"
to Canton.
Earlv ill January of this year, his
promises seemed on ithe verge of ful
filment. Chen's treasury inn low, his
troons becamn mutinous, bun rut-
sen armies appeared iu the north of
Kwangtung province and in the
heart of neighboring Fukien. 'Wu-
chow and Sanishuit fell away from
Chen into . the possession ot win'i
troops, and. finally. Chen himself,
taking his s:aff, retired to Waichow,
whence he had come six months be
fore to seize the reins of govern
ment as they dropped from Sun's
hands. -
Headquarters of Sun Vnt-Sen at
Shanghai said the time had come lor
their leader's . return to write an
other chapter in the turbulent 8,000
year history of the "City of Rams."

warded an appeal to this county's
legislative delegation urging legisla
tion that will nullify a ruling of

Mines company -is preparing again
to resume operations. L. A. Leven
saler of Spokane, representing the
present holding company, is here ex
perting the propeilty as a Prelimin

cuted eight miles west of Haines and
at the times work waa suspended last
year about 400 men were on ithe pay
