Cooper, head' "f tho Tax Reduction (League, an institution that has pruiifr up for Ihe conimen idable pui-ise ol' i'itflitiiij,' taxes hut which lias tfi.t no place as lAct, and outlines a policy to do away with political parties in Oregon. His breezy contentions are Hot new as they have been advocated before, and it must lie admitted that without platform or guidance Oregon might- as well have no poli tical parties and no primaries but hold one general elec tion in the fall of the year letting everyone into a big hur dle race, the winner being declared by receiving the lar gest number of votes. However, the people. will not do that. They want io litical parties, it is a custom of too long standing to be done away with by .Mr. Cooper and his league. Kvery flour years the national elect ion takes place which holds political parties in line even in Oregon to a certain extent, making it doubly impossible for them to l.io abolished'. Cooper lias vague dreams just as U'ltcn had, the dif ference being that l"len was a tireless worker anil fin aUy got his dreams enacted' into laws. l!ut Oregon wants none of the Cooper stuff, neither (h-es the state want to eoiitiniie the simon pure U'lien doctrine. There is p'lainly a demand il'or middle ground, which decs not .mean a ret urn to old convent ion days and corrupt methods, but is also just as far removed from the Cooper nf -thins and ideas. : o BROTHERHOODS' COAL VENTURE. There is some hop(. seen in the venture of the Rail road Urotherlioods in theirjate decision to enter the eti al mining industry . The belief that it will be a siiccci-'sl'ul ven ture is shared by the Kvehing Observer, Contrary to usual .rules of business Jin1 limtherhoods have entered into an undertaking which as a rule wiyild bring forth the com ment, that they cannot succeed' because they are not coal people. ' ----:-..... It takes common business and p'lonly of money (online and market; coal. The Hrotherhoods have U th'of these requisites, (ind they have another feature the',- are in the coal' liusinss only lor a reasonable pro! it and carry the dc- fciiro to give the miners a-square deal as well as the lilt imate consumer. Their venture will doubtless be dubbed as rank socialism antl it will be ridiculed by ihe coal interests, but: just the same there will be a long line of coal miners and a longer line of consumers that will watch with intense interest: the development and will mve to the undertakine- moral as wel'l as financial support. The dial question is plainly gelling lieyond the control ol even the governnieiir and if the Brotherhoods can solve it, they will emerge fr the fight as benefactors even tU'ough their plans mav be called socialist ic Kvery KjieiHllluifl known he cuuM live within his income a it were just a utile larger. UOHEIIL'RC, Juno 22. rrnatlnn of u Kuine reserve- fur the preserva tion of tho only whlto tailed deer left in Oregon, Is provided for In a contract bciiiK drawn up lioie thla week and which will bo signed by the owners of the pioperty In volved. The restricted area will be it Htrip about five miles lout; fruut- Inir on ihe North l'uiio,un river be tween lnchester laud Oak Creok anil running back about three miles from th,o river. In thr.t district it will be a crime to even carry a sun und to kill one of the white tailed deer to be funnel there will briim a very heavy penalty. Al one time white tailed dear were very plentiful In Oret'on. They receive their nniuo from the fact that they havo a slightly lamer tail than the ordinary black tailed deer. This tail is white1 and when the deer runs the Iouk white hairs on tho tail are Hpread making the tail appear lan-shaped and much larger than It really is. Thev are easily distinguished from the" ordin ary black tailed deer. At tho present time Ihe white tailed deer have lieon exterminated ill tills state oxcejil a very few in this county. It is roughly estimated that tflere are' between 75 uml 125 left in the pi-oposed reserve but' so iur as Is known tlrere ure no others in the state. They are eru'l'ty when buntt! and are much more difficult to kill under ordinary conditions but the fact that they inhabit the open oak timber lands rather than the land covered by heavy brush, and that they always remain In the same territory has proven their un The black tailed deer may easily be driven from any community. If they an hunted in any one locality or are dogged they will soon move. out tins is not lite caae with the white tailed deer. EVen If driven from their home locality, they quick ly return and can never be driven al'ay for any great length of time. Ibis makes it possible to create a reserve where they will ho pro tected until their numbers havo in creased. , Tho ranches lo lie Included in the reserve are Ihe Hunshlne Hunch, the J. H. Short place, the old Uuinhle- ton place, now owned by the I.ove- Joys of Portland. .Mrs. (i. V. Jones' ranch anil the old IrfadlH'.ler, place.. All of the owners living here have expressed a desire to have the game reserve created and paiieis are be ing sen least to those who reside in other stales so that their signa tures may be obtained and the prop- con uacc drawn. Under tire law nroui'rtv owners may bend Uiemselves' togutlier and create a reserved area lor Ihe pro- i.iciioii oi any special species of .siune animals. ThiV sign eerliln onlracls and the slate then liro- vldes protection, limiting is nro- iilblted 'except on the part of the property uwuors, who, however, are allowed to hunt only to proto t their property from the ravages of var iants. i:on the property owners are prevented from hunting the pro-tocti-.l game animals. Any other person luiind with a gun on the re--erve, whether it is proven that he i.is killed any or the animals or not, is deemed a puncher and Is luhjnct to a line of fall. The creation of llii.s game nesorvo lias been pnipofid and advocated for some time. I'eople who un familiar with Ihe wild animal life, protested against tho killing off of all of tin. white tailed deer of the '""'I" it ' and Willi none left In Ihe "tali, except Ihe few remaining in Douglas county. It was decided that .ometllllig sliould lie done. Keputy Came Warden Kd. Walker took tile matl.r In hand and inter viewed the property owners, finding them all willing and r-fen anxious lo Hie res. rve created. Mr. Walker has taken charge of the affair and has hud the necessary papers drawn up and is now having the signaturji alll.d. , soon as the eonlrii'-t .ft signed, notices will bo prlntied and posted at frequent intervals along 'he boundary ol the district. Tlie next lealslaturn will he asked in -provide tne same penally for killing white tailed d.-or as applies ii the killing of elk. It is believed that in three years the species will have incrc.iMd gieatlv and there will then he no dang-r of the deer be.omin.; extinct as there is at present.
