Strain, county assessor of Umatilla county, Oregon, in a'letter under date of September 28th, 1919, slates: "Tho actual full worth of Umatilla county la $00,111,879.20 against $29,780,500.82 for Union county. .You can see from these figures that $1,500,000 for Union county road bonds is very much stronger than $1,050,000- for Umatilla, county. Uniutllla's wealth is 2.22 times Un ion's. $1,600,000 bonds for Union would be equal to $3,330,000 for Umatilla, and yet our $1,050,000 Is going to Increase our county and stato tux 33 1-3 per cent over what It was before we voted the bonds." Should this proposed bond issue carry,- together with the present Market Road law, the Soldiers Ed ucational law, the six per cent In crease allowed tax lovying bodies, it will be plainly seen that taxes in Union coutny outsido of tho citi03 will be practically doublcO for the next twenty years, and In the cities at least one-fourth added to their already burdensome tax. Tax payers of La Grande should not forgot thut they are facing a serloils situation ln their water prob lem. Fure water Is a necessity. Money must be provided by voting a big bond to bo added to the city's already heavy debt. Tax payers or tho county should not forget that a court houso niust be paid for, or a iilgh rental paid for the one we are now using, which belongs to the city of La Grande. No one knows or can estimate, at this time, the amount of tho obligation that tho stato is assuming In guaranteeing interest on bonds for Irrigation and dralnugo projects. This may amount In tlio next few yoars to a largo amount of money. The law limits this to two not' cent-of our assessed uluatinn or practically $19,000,000. Any deficit must bo mot by increased taxation. The tax payers should not forget that under a recent law enacted by the legislature, notes secured by mortgage indebtedness are exempt from taxation. Automobiles will not lio uasossed ' after this year. These two exemptions will lncreaso the burden on other taxablo property.
