Budget Plan. Is Proposed to Meet Government Expenses WASHINGTON, Oct. 4. Enormous war expenditures have forced the "at tention of congress to the qin-s'-ion of adopting a budget. Former President Taft today told the house invest ign Mon committee of dangers in govern mental affairs. Mr. Taft recommended .that cabinet officers be required to come before the committee to judge estimates 'con -'olned in n budget. Secretary Glass also urged that the ouilget system be adopted. The state of Oregon has officially recognized the necessity for establishing aviation landing fields at once, so that munic politics may be ready to accommodate freight and passenger carrying nir craft, which, according to Governor Hen W. Olcott, are to lie real factor in tho practical life of the future. In n letter to tho Manufacturers Aircraft Association, Governor Olcott tells of the remarkable service obtain ed by the aerial firo patrol by means of which millions of dollars worth of timber lands hnve been, protected. 'With our millions of acres of tim bered nren, the possibilities of devel opment of a practical lierial fire pa trol system became at once apparent, '' he writes. "The genuine enthusiasm of Oregoninns resulted in prompt en listment of the support of the army nir service nnd for many weeks Cuvti' as well as De llaviland planes have been maintaining regular aerial paired service over routes which touch a greater portion of our heavily tim bered sections.
