ducing 10 per cent of the grapes and
rice, 20 per cent of the beans, 40 per

nized, undoubtedly 'entails hardship on
ninny of the American farmers and
gardeners forced to compote with the
frugal Japanese on unfair terms, and
crowded by Inability to stand the com
petition. It also creates in many com
munities delicate and serious rare
problems.
These objections are mostly social
nnd personal. Considered economical
ly, that is, with a view to tne effect on
the general economic situation of the
country, that Japanese activity does
not seem altogether blameworthy.
Other things being equal, it has nev
er been held a crime to raise straw
berries, oninns potatoes,, olc, or to
raise more of them per Hero than any
of the neighbors nre ablo to raise.
Food production Is not nerossnrlly a
racial question. Those Japs, with
hard, practical sense, saw tho big need
of tho times, nnd "wont to it." They
arc not parasites; they are producers.
If Americans generally would follow
their example and go In for Intensive
food production, pretty soon there
wouldn't be any food problem. And
there might not be so much of a Jap
nnese problem.

WASHINGTON, Oct. 4. Enormous
war expenditures have forced the "at
tention of congress to the qin-s'-ion of
adopting a budget. Former President
Taft today told the house invest ign
Mon committee of dangers in govern
mental affairs.
Mr. Taft recommended .that cabinet
officers be required to come before
the committee to judge estimates 'con -'olned

Secretary Glass also urged that the
ouilget system be adopted. He said
that the bonds could only be met by

landing fields at once, so that munic
politics may be ready to accommodate

Hen W. Olcott, are to lie real factor

Aircraft Association, Governor Olcott
