The firitt buffalo census was taken In 18811, and nt that time only about- 600 of the animals were discoverable tn tho United Stntes. Now, happily, the number is more than 3000. About. two-thirds of these uro owned by In dividuals, but the government owns eight herds, six of them under the direct Control of tho Department of Agriculture. The largest of the eight is that one In Yellowstone Purk which contains about 450 buffalo. Tho Smithsonian Institution has a herd of 1H nt Washington. I). C. The nutional guard would participate in the training. Of the li-'iO.OOO recruits available the first of the year, it is expected that fiOO.OOO .would be able to quiilif) for military service. This half-million a year wtiuld constitute a reserve to which, in emergency, the selective draft would bo applied to expand the regular army to war strength. The training plan is a modification of the Swiss plan, so generally recom mended as a model for the United Slates. It requires even less actual service than the Swiss plan. This phusc of it is inimitable if it will real ly produce the results desired. It will give every young man a taste of dis cipline and wholesome army life with out interfering much with his regular pursuits. - If it proved insufficient, the truining period could be extended, and possibly distributed through two years. Time to Discard the Soft Gloves. The holding of nrmy aviators for ransom by Mexican bandits demands an immediate showdown. If the Mexi enn government cannot take care o. the bandits the United States can, nnd that, according to the news reports to day, is what will have to happen. There Is no probability that Carrunza will do anything, and it is doubtful if he could if he would or would if he could. There is no such thing us !t government when nets of the kind re ported today ure allowed to be carried on, nnd the only thing which makes this latest exploit much different fr"m the others that have taken place in recent years is the fact that the men hold arc officers of the United Sl.i'es army.
