Here tofore the Southern Pacific has trans ported the exhibits free both ways, und, with that exception, the conces sion granted' places the shipments on the same basis as they have been in the past. The railroad administration recently issued orders forbidding nil shipments for state, county or city purposes free. This also covered ship mcnts for charitable and exhibition purposes.
