Under '.he new certificate system for the dis tribution of sugar which went into ef fect throughout the United States on luly 1, every pound of sugar is under government control from the time it caves tho refiner until it reaches the lltimate' consumer. "This certificate system is a elev irly worked out plan" said Assistant federal Food Administration Newell, 'and it provides an unbroken chain of Hficial certificates, one for every pur haso or transferof sugar, all the ertificates takgn together ' comprisi ng a complete checking system 'by vhich every pound of sugar can bo :raced. . This brings the entire sugar lupply of the country under absolute ontrol. . - "Yet the system is vory simple. All he sugar-using industries, and mnnu 'acturing concerns havo been classi icd into four groups, A, II, C and 1) nd limitations havo been placed upon the sugar supply each may have nc Tording to the degree of essentiality f its products. Under Class A are icluded such industries ns the manu acture of syrups, candies, soft drinks, hocolate, flavoring .extracts and 3im 'ar . products, these being limited to 0 percent of the amount they used ;f the corresponding month liist your, llass B covers all hotels, restaurants, afetcrias and other public eating laces ,and these aro allotted sugar n the basis of three pounds for every inety meals served, tho same basis as hat of households. Class D includes ill manufacturers of bakers' products, iweet yeast dough goods, pastries, 'ried cakos, etc., and these are limited :o 70 per cent of tho amount ussd in he corresponding month last year. All -ctailers arid persons selling sugar 'or direct consumption are placed in jlass E, and are allowed sugar for sales to householder on the basis of ihree pounds per person per month. I "All firms or persons in classif ici ions A and B must make their state ments and secure their certificates' nl the State Food Administration of "ices in Portland. Those in classes C, 3 and E must make, their statements nd secure their permits form' their ounty food administrators. Firms or oersons in any of these classes must lurrender a certificate for the amount of sugar bought with each purchase. All sellers jf sugar, including refin ers, manufacturers and producers of 5ugar must not sell sugar without the surrender from the buyer of a ccrlif cate for tho amount sold. "In-practical operation tho certif icate which the retail grocer obtains from the food administration to cover his sales of sugar to householders nnd those which he secures against the sales he makes to firms or persons in clasifications A, B, C and I), will pass dong to the wholesaler, and from the wholesaler to the refiner. The refiner, is required to return tho certificates to the Satte Food Administrator, who coops them on file. 1 "It will thus be seen that all users of sugar except the ultimate con sumer are under direct control. Mr. Hoover still shows his faith in Hie ocople by leaving it to them to keep their sugar purchases and consump tion within the limit requested by the Food Administration. In limiting their purchases for table use (and their purehnsgs to 2 lbs. at a time fqr persons in the city, li lbs. in the coun try) to three pounds per month per person.
