On Palmer Lands
The last five sales have been from residents who reside
away from Grande Ronde valley.
It apparently is the same old story: Home people as
a rule do not realize the opportunities that are here.
The first settlers of this valley did not appreciate the

Brazil Is Ready to Bombard The
Welkin With "Momo," God of Fun

Bio De Janeiro, February 19. Today Moino, "god of
fun," will rule supreme in Brazil. A fat jolly god, free
from care, whose worshipper include every soul in the
land. Jt will be the first of three days of carnival riot
ous, gorgeous; the most firmly established and cherished
institution on the South American continent.
Come rain, shine, prosperity or poverty every Brazilian
has laid his troubles on the shelf for three days of utter
abandon to play and fun. For three months "Momo" has
been testing out marching clubs, music and dancers. Every
"bairra" or suburb and section in the city has lrad its pre
liminary battles of confetti, colored illumination, street
dancing and general gaiety. For six months the people

I A Scene of Activities.

tivities. Fully 500,000 persons will
be crushed, into the short mile of thor
oughfares, half of them are masked
and all of them playing. A huge pa
rade of decorated automobiles and ve
hicles, carrying the society of 'Brazil,
open the fun in quadruple lines down
the wide avenue.
The parade moves slowly because
every inch of space is occupied by
seething crowd on foot. Battles of
confetti, duels with lances, (siphons),
of perfume and bombardments with
"serpentina" (long ribbons of colored
paper) mark the progress of the pa
rade. Before the uutos und carriages have
more than begun their march they be
come interlaced with masses of paper
ribbons. Serpentinas thrown from the
windows of the buildings festoon the
bile for those who wish to join the so
ciety parade. A stairway entranco on
Avenida will often rent for several
thousands of dollars to the vendors of
confetti and perfume. Many thousands
are given employment for months be
fore the carnival making masquerade
costumes. -.Cafes, dance balls, bars
(permanent and impromptu), theaters,
rinks and all amusement pieces are
full to overflowing.
Mardi Gras at New Orleans, Venice,
Rome or other European cities attract
tourists from far countries, but those
who have seen the carnival at Rio say
it is greater than any of these.
The composite headache of Brazil
on February 21 is the one institution
possibly greater than tie carnival.

see, by referring to it that the rateH are much lower for heating
and cooking than for lighting. (If you did not save it, ask for a
copy of our rates at the office.)
Away up in the mountains we have four big water power plants
and in Baker a steam power plant. Scattered over the counties, of
Baker, Union and Grant we have hundreds of miles of transmiWion
and distribution lines. Most of this investment is necessary in Otder
that you can have an uninterrupted supply of electricity fr light.
Now during the daytime this immense investment would be al
most idle if our customers only used electricity for lights. You can
readily see that we can afford to give a cheaper rates if we can put
this investment at work on cooking and heating devices which are
uned principally in the daytime.
You can figure for yourself how a rate of this kind will enable
you to cook at a moderate cost For instance supposing you had one
of those Universal Portable Ranges that sell for $21.50. You can
