It is primarily a matter of education We must change the public point of view, foster and develop public-'1 opinion, which realizes itself to be tho motive forco of a demqcra.cy, re- jeets the absurd search for the automatic in government and is,, so en--' lightened that it will not tolerate grossly ineffective and extravagant gov ernment. ' !' ' WE ARE MOVING IN THIS DIRECTION, BUT THIS IS AN ACHIEVE MENT NOT TO BE ACCOMPLISHED IN A DAY OR IN A GENERATION. Public officials ns well us the men of tho street are beginning to look to the universities for help. They are no longer so strongly inclined to overwhelm us with the fine scorn of that ever ready epithet "academic." THIS GIVES US A GREAT OPPORTUNITY TO SERVE AND A HEAVY OBLIGATION. The work before ub in the world today is not the work of bringing peace. Peace will come in its own duo tiaie. Our work is vindicating tha individualism and liberalizing influences cf our own democracy. In thi the universities ought to lead. They can certainly help.
