After tlu Speech a Reception Will He Held Ht thc Foley Hotel. Senator Theodore E. Burton, of Ohio, and Presidential candidate will bo in La Grande Saturday evening. He will make an open air address and tola will be followed by a reception at th Foley hotel. On account of the prom inence of the visitor and the fact that ho is seriously considered as an im portant element in the approaching Presidential election, his appearance in La Grande will be made the oc casion of a" Republican rally, not only cw a matter of appreciation ;f the distinguished Ohioan's visit heie, but also as a mark of loyalty to the polit ical principles which his record has so ably maintained. There will be band music and the reception will be par ticipated in by the most prominent Re publicans of La Grande and vicinity. The Oregonian iays editorially of Theodore E. Burton: x A President of the United States has said publicly that Theodore Elijah Burton is "a- statesman and a scholar and that he is well qualified to fill the highest office in the gift of the peo ple." Undoubtedly it is a deserved tribute to a public man who has riven the greater part of his life to the ser vice of the people, and who has made in Congress aHi indelible record of fl- sdelity, efficiency, industry and indt- Let us emphasize the last-named quality. Mr. 'Barton served for many years in the lower house of Congress, and a term in the Senate; and there was no time throughout his Congres sional career when ho did not take the course good conscience and sound judgment indicated. He was and is a Republican, but he never permitted partisan demands in any way to in terfere with the public welfare; nor did he suffer his duty to his immediate constituency to impair his large vision of a great and united Nation. It is of record that a body of citi zens from Cleveland, the home of Senator Burton, waited upon him with a petition for support of a certain Federal appropriation for the harbor of that port. "I do not think the WUnited States is justified in making this improvement, replies! tne sen ator in effect. "Nor do I assume that, any American citizen from Cleveland or anywhere will expeci that I support a measure which my judgment doe3 not approve." Nor did he. The extraordinary service per formed by Mr. Burton as member and chairman, of the rivers and harbors committee of the House, and later as a Senator, in his unceasing warfare on the pork barrel, is well remembered. It entitles him to the grateful appre ciation of everyone who believes that appropriations should be made on their merits and not upon the size and strength of Congressional pull. It ought to he mentioned also that Sen ator Burton is and has been a friend of the Columbia River, and has fav ored reasonable and even generous ap propriations for its improvement. But he has been invincibly opposed to the system which saddled down useful projects with wasteful and criminal expenditures for other schemes not worthy of any kind of consideration on their merits. 'Mr. Burton is an Authority on fi nances and political economy, and he is well versed in every other subject which has callod.for Congressional ac tion. He is no Little American, though he had not until the European war burst upon the world favored large investment in an Army and lieveived today from New York, another shipment of Suits and Coats these are fjeyoad a doubt the very latest. Senator 'Burton is in Oregon ad dressing the people on current issues, and incidentally riving them an op portunity to take his measure from personal contact as a candidate for Psesideni, The Oregonian does not hesitate to say, from iis knowledge of the visitor, and from long observation of his admirable record, that he has a right to consider himself suitable timber for the Presidency. Manager's Weekly Report. General manager's report for tJhe week ending April 15, 1916. To the Commission : There were no fms last week. Police arrested two girls for dis orderly conduct last week. One paid a line of $5.00, the other case was con tinued. Fifteen sleeptrR put up at the station. T(wo head of stock were impounded. The water department spent $5.75 on shut otf list on the eleventh; $5.75 putting in a tap; $2372 . on repair work and $10.00 cleaning out septic tank ditch, April 14th Mr, Heyt and Chief Mackey went out on the pipe lino as far as Rock Creek, repairing phone line and leaks in pipe. Had a team from the St. Louis barn. The street superintendent had throe teams and drivers a total of eighteen days costing $85.50; labor cost $42.75; white wing $15.00; cross walk lumber $35.27 and keg of nails $4.45, Repairs on North Fir macadam were com pleted. Lake avenue was cleaned, re paired with gravel. Inside streets were flushed and cleaned and gutters were cleaned on the1 reRt. All available crushed rock has been used up. Tt'ne recorder received $5.00 fines; $2.00 pound fees; $11.85 from the sale of old brass" from the fire department; $4.00 for eight building permits and $5.00 for dog licenses. He issued a plumper's license on $20.00 treasurer's receipt and one dray license on $10.00 treasurer's receipt. He issued a Parti warrant for $5.00 m voucher No. 58 and $16.25 on voucher No. 62. He is sued $213!). 12 warrants for bills al lowed at last meeting of commission. The, treasurer collected $476.00 water rents; 681.44 improvement dis trict Installments; $304.34 improve ment district interest; $6.17 principal and $3.70 interest on district No, 92; $2.80 principal and 55 cents interest on district No. 89; $15.60 interest sewer two section three; $10.00 dray license; $20.00 plumber license and $3.00 for six electrical permits. He paid $81.68 water warrants; $121.14 road warrants; $21.75 park warrants and $10.81 improvement district in terest. The treasurer reports a turn over of about $24,000 taxes. Thss makes it possible to call general war rants to Sept. 9th, 1914. While this leaves general warrants as far behind as . usual in months mid days the amount is much smaller in dollars and cents. January 1st, 1914 there were $100,000 general fund and $10,000 wa ter fund warrants outstanding and drawing interest. Besides most hold ers had discounted them at the hank at 10 per cent discount. After today with only half the taxes paid there are but $45,000 general fund war rants outstanding and drawing inter est. . Recent purchases of warrants were at 90. In the near future these should be par. Tho effect on the city's . finances so far is apparent only in the amount of interest paid on out. standing warrants and on the pur chasing power of warrants worth par or nearlv so.
