One important reason for congres sional extravagance, is the fact thut the most important source of fed- i .......no u h tariff. Many peo- erm ic"v"u" -- 7 , nle . still entertain the idea that the that each educator was here to obtain t-nnr, and irive forth his own in nermost thoughts was also apparent. Prof. Purcell, of " Enterprise, gave out one thought that was worth ' a good deal. In combatting the cigar ette in the schools he says his system is to do it with athletics, ruling no to entertain the ,tea xna, u rk in tho athletic tariff is paid by the foreigner who , u u .. &f wants to get his goods into tms coun-. . , , term fa Address all communications to THE OBSERVER, 171Q Sixth Street. THE CALL, FOR A NEW DEAL In Eastern Oregon's . earlier . days when gambling was common a game - only progressed for a short time un til some one called for a new deck of cards. Why? . Experienced gamblers soon learned the cards by their feel, and they sue ceeded in depositing secret marks upon them so that the identity was certain. With this knowledge men who had their money on the table demanded a new deck in order to have a fair chance in the game. '. The illustration may not be attrac tive, but it is nevertheless clear. The Republican party of Oregon has for years been playing with a marked deck of cards. There are those who sit in the iparty council year after year ' who know each card-without looking at the face. . ','.''. The people of Oregon are sitting in this game. They have a great deal at stake on the political outcome of the state and The people in many parts' of the state! are demanding a how deck. Not only that, they are ulso de manding some new dealers. , They have lost confidence in some of the men who handle the cards. They feel tho dealers have been at it so long they cun deal from the bottom of the deck as well as the top without being detected, and with that in mdnd the call is going up from the 'cow country' and from many other parts of the state for n new deck and new dealers. ' . Can you blame the people? ' (WASTEFUL GOVERNMENT try. Even those who umiersianu uu it is the consumer who foots the, tariff bill do not know how much of the price paid is absorbed by the gov ernment tax. If they did know, they might pay more attention to the coun finances, and bring the same pressure ,to bear on their congress men that they do on tneir n.y when a city tax rate is abnormally high t.h weed when the school term is out they can do as they please. The ef fect is good, for the Doy joins me eu effort for athletics fully realizing he can; smoke at the end of j the term without being a criminal from justice." It is found that 4he school athletics tone up the youngster and when the school term is finished in very many instances the boy has no desire to smoke. This is but one illustration, of the ' ThlS IS DUt one lliutu.rai.iuii.! mo if th burden of eovernmeiit were,, , , . . .(,: hrnne-ht un . tjiuiiureus ti .... o- -t- to be thrown more and more on tejat Saturdays meeting.- We predict income tax, it is reasonable to sup- j gooA as a result 0f these meet that the persons thus hit and 1 n era " r . . . m i"6u' most iiuiuciiwHi Gbllep Style Middies The Institute for Public Service, at whose head is Dr. Allen, who former ly directed the New York bureau of Municipal Research, has discovered that the expenses of the national gov ernment has increased CO per cent in seven years, while population has in creased only 12 per' cent, and is call ing the. attention of chnmbers of com merce to this fact. ' The Institute points out that con , gross "does not know where increases are, nor how large they are, nor what the net result on the nation's finances will be, nor how present and past would he the persons in the . community woum make themselves heard in behalf of national economy. Under the tariff system, they do not know how much they are contributing to the govern ment, because their contribution is indirect and piecemeal. But let the tax be paid in one lump, and let it be labeled' "Your Share to Support the Government,", and the business men of the nation would rise in sud den wrath and demand an investiga tion of the extravagant budget sys tem. ' Even without that stimulus how ever,' it should be easy enough for business men to'see that a great deal of money is wasted every year be cause of tho fact that congress can not handle the budget intelligently with the small amount of informa tion which it is furnished. A little of the attention thnt is being paid to city finances might be led along to state and national systems. AN IMPORTANT GATHERING. Many may not realize just what an important meeting was held in La Grande Saturday when the superin tendents and heads of different ' East em Oregon schools gathered in Ls Grande to discuss "shop.!' . As an indication of its importance one need but know thnt State Super intendent, Churchill came from Salem to attend, and he is a very busy man. Continuation of this work means standardizing all school departments and getting more out of tho work." That the discussions wore earnest and sincere was apparent to a visitor; SYSTEMATIC BIBLE READING. ' j. Tendency to read the Holy Bible is growing in La Grande. In fact, tendency toward Christianity . is growing here. You never hear neigh bor arrayed against neighbor any more; each seems to ihave respect for the other, and the day ot. extreme hatred seems to be passing. ' Readinir the Bible is being prac ticed in a systematic manner and con gregations are separating the book into units, each unit being allotted a certain time. The idea is a good one, for many good people who-really want to read more of tho Master's teachings fail to do so because of lack of system, frequently finding their time occupied. If all denominations could join :n a Bible studying period and induce a portion of the non-church going peo-. nle to join in the study the uplifting effect would be perceptible on the community m a very short time.
