THE CALL, FOR A NEW DEAL
In Eastern Oregon's . earlier . days
when gambling was common a game
- only progressed for a short time un
til some one called for a new deck
of cards.
Why? .
Experienced gamblers soon learned
the cards by their feel, and they sue
ceeded in depositing secret marks upon
them so that the identity was certain.
With this knowledge men who had
their money on the table demanded a
new deck in order to have a fair chance
in the game.

tive, but it is nevertheless clear.
The Republican party of Oregon has
for years been playing with a marked
deck of cards. There are those who sit
in the iparty council year after year
' who know each card-without looking at
the face. . ','.''.
The people of Oregon are sitting
in this game. They have a great deal
at stake on the political outcome of
the state and
The people in many parts' of the
state! are demanding a how deck.
Not only that, they are ulso de
manding some new dealers. ,
They have lost confidence in some
of the men who handle the cards. They
feel tho dealers have been at it so
long they cun deal from the bottom
of the deck as well as the top without
being detected, and with that in mdnd
the call is going up from the 'cow
country' and from many other parts
of the state for n new deck and new
dealers. ' .

Gbllep Style Middies
The Institute for Public Service, at
whose head is Dr. Allen, who former
ly directed the New York bureau of
Municipal Research, has discovered
that the expenses of the national gov
ernment has increased CO per cent in
seven years, while population has in
creased only 12 per' cent, and is call
ing the. attention of chnmbers of com
merce to this fact. '
The Institute points out that con
, gross "does not know where increases
are, nor how large they are, nor what
the net result on the nation's finances
will be, nor how present and past
would he the

make themselves heard in behalf of
national economy. Under the tariff
system, they do not know how much
they are contributing to the govern
ment, because their contribution is
indirect and piecemeal. But let the
tax be paid in one lump, and let it
be labeled' "Your Share to Support
the Government,", and the business
men of the nation would rise in sud
den wrath and demand an investiga
tion of the extravagant budget sys
tem. ' Even without that stimulus how
ever,' it should be easy enough for
business men to'see that a great deal
of money is wasted every year be
cause of tho fact that congress can
not handle the budget intelligently
with the small amount of informa
tion which it is furnished. A little
of the attention thnt is being paid to
city finances might be led along to
state and national systems.
AN IMPORTANT GATHERING.

important meeting was held in La
Grande Saturday when the superin
tendents and heads of different ' East
em Oregon schools gathered in Ls
Grande to discuss "shop.!' .
As an indication of its importance
one need but know thnt State Super
intendent, Churchill came from Salem
to attend, and he is a very busy man.
