ALL BABIES UNDER TWO ARE
ELIGIBLE.
Big Three-day Celebration Opens at
Elgin This Morning.
Elgin, July 3. (Special.) Almost
every eligible baby in this part of
the country was on exhibition in
Elgin at 2:30 this afternoon, for
that is the time that the Better Baby
Show will be held. Thiss arousing a
lot of interest, and the management
of the matter has decided to allow all
babies under two years of age to en
ter, no matter how young they may
be. Dr. J. P. Graham, of La Grande,
has been induced to come and be the
judge of the Babies, and the prizes
will he awarded strictly in accordance
with the rules 57 eugenics. There is.
no entrance fee, and all are invited to
enter their babies that are under two
years of age.
Horse Races a Feature.
No one would have believed that
the prizes offered would have
brought out the horses that will be on
hand) to take part in the races during
the two days of the celebration. Jini
Elliott is already in town with a
string of half a dozen of his fa.s
stock, and is to be sep, fa a.H J0UV8
or the day riding them up anil down
the street. He has some of the fastest
Jiorses in this part of the country,
and anyone who expects to get any of
the prizes will have him to reckon
with. Bert Woods always has a fast
horse or two and we are informed
that he will be on hand for a try at
some of the money, and Ray Norval
also has a thoroughbred that he will
enter. In addition to these there will
very probably be other local entries,
and also there is the possibility that
one or more well known Wallowa
county owners of fast stock will be
here.
The track has been put in betfer
condition than had been thought
would be possible, and there is every
indication that there will be some
running that will be well worth see-,
ing. A crew of men have been at
work on the track for the past week,
and it has been kept soaked with wa
ter from the fire hose. It is a,
straight away at the west of Main
street over three-eighths of a mile n
length, and there will be plenty of
opportunity for the spectators to see
the horses. They will start near the
Huckett residence and finish at the
other end of the track. '
Big Free Street Dance.
Both nights during the celebration
there will be a free street dance at
the corner of Front and C streets, ;
and everyone is invited to take part
in it. The Elgin Concert Band will
furnish the music, audi nil who have
l.rd the privilege of enjoying this
kind of dancing state that it is great
sport, and that at the Merchants'
convention, in La Grande, where it
was first introduced, in this -section, :
they certainly had a good time. The,,
street will be leveled off and pre
pared in other ways to afford the best
time. Don't o'erlook the free streeti
dance when you come to the celebra
tion in Elgin.

The parade will leave the south end1
of Front street at 10:00 o'clock sharp
on the morning of the Fourth, and
all who desire to parade in it should
be there in plenty of time to be as
signed to their position. The num-'
ber of people who have already sig-
nified their desire to cnt' has been
large, and the parade should be one
of the bes, fe4l!iS f the day.
Educators At Civic Conference.
Madison, Wis., July 2. Prominent
ct'.icators who will attend the annual
meeting of the National Education as
sociation, which opens at St. Paul on
July 4, were present today when thd
conference on Civic Secretaryship as
rublic Service was called to order in
the capitol building here. The work
of the conference which began today
U an extension of the work affording
the public places of meeting for de
liberation on national, state, county
and community affuirs of moment.

New Grades For Corn Effective.
Washington, Jul 2. New grades
for commercial corn, established by
the department of agriculture, went
into etfect today. The corn grades,
as promulgated, are practically the
same as the tentative grades formu
lated in 1913.
Suffragists broke into the room of
the English crown prince and found
him out. We shall never know what
great reform might have been ac
complished if they had found him in
n d putting on a clean dickey.
