LA GRANDE EVENING OBSERVER. THURSDAY, JULY 2, 1914. REVISION OF CHARTER ASKED COMMITTEE REPORTS AFTER LONG DELIBERATION. Suggested Changes be Put Into Brief Form and Filed Last Night. All the details of the new com mission form of government charter that need correcting, were set out to the city commission last evening by a citizens' committee which has been at work on the proposition for sev eral months. The suggested changes will be put into tabulated form and published tomorrow or soon after. .The committee was discharged after making its report and the petition asking U-r a charter revision election to remedy these minor details minor in a way yet imperative to the per fection of the syiem was also filod with the commission. The session was an important one, being the fi'St of the month meeting and bill and accounts were g.r.e over. The reports of former Chief oC P -lice Avant were filed and found cor rect and the auditor's report check out Treasurer Mansager wa-s filed and! found correct. General manager's report for the week ending June 27th, follows: I beg to report that the treasurer collected $1444.55 street assessments and interest on same, $340.30 water rent, $045.00 licenses, including J. D. Kerr, and $2.00 electrical permits. The recorder turned over $217.69 as June receipts. ( Also received $24,182.77 for improvement bonds number 663 to 711, with $64.35 ac crued interest. Paid $24,996.91 for warrants and interest thereon. Paid $285 interest on improvement bonds, Paid $625.00 semi-annual interest on court house bonds, and $250.00 on ad ditional sewer bonds. The recorder received $45,00 iuies, $1.00 pound fee, $1.00 dog tag, $1.00 for two buildinjr permits. Drew war rapt on improvement district No. 82, $2428.53. the final 10 per cent on Spring Avenue, and $285.00 interest on improvement district interest. This city has had a safe and sane regulation for over 20 years and there is no need for relaxing now when others are starting to regulate and! exclude fireworks. Coos county will not be allowed to have a special building at the San Francisco exposi tion as was planned in spite of the efforts of Mayor Simpson of North Bend and the work of Harris D. H. Connick, director of works of the ex position, who, as a friend of Mr. Simpson, endeavored in behalf of Coos county to induce the fair officials to permit the building. The decision of the fair manage ment is a great disappointment to Mayor Simpson as he has for some time past worked hard in his efforts to carry out their plan. Johns er8lwhile 8tar track- athlete of the University of Oregon, yesterday won 'new athletic laurels w;n he cap- tured the city championship in the first tennis tournament ever held here. He won the finals during the afternoon from Frank R. Atkins by taking three straight sets, 9-7, 6-1 and 6-3. The tournament began last Friday, and by the process of elimination the contest was harrowed down to Johns and Atkins. Previous to their match. Johns had defeated in turn R. E. Chloupek, W. C. McKinney and C. E. Nelson, while Atkins had won from C. O. Rhinehart, Foland Oliver and James Bowler. There was e great deal of interest in the final match and the odds were in favor of Atkins. 'Johns' style of playing proved too J much for him, however. Atkins is a quick, nervous player, inclined to I press the play as hard as possible. Johns is deliberate, taking plenty of time in serving and between serves nally won the marginal two games,. the other two sets were easy for him. Lodell to Protest Game. : Pendleton, July 2. On the grounds that Walla Walla had more men in uniform yesterday than the by-laws of the league allow, Manager Al Lo dell of the Pendleton - team has an- nounceH that he will protest the game bylaws permit only fourteen men to be carried and then ony providing the salary limit is not exceeded. With the acquisition of Patterson, Walla slip but his release had not yet been turned in and that player was not only in suit but was sent to the warm ing-up slab, according to reports.
