aiwu- " M FRIDAY, MARCH 13, 1914 LA GRANDE EVENING OBSERVER PAGE SIX RE GAROlNE i NAGE AREAS Appended are excerpts from the Oregon iwater law which provide method and steps necessary to be followed out by the proposed organi zations to drain and dredge various portions of Union county this year: Whenever 25 percent of the owners of land susceptible of drainage de sires to drain for the public benefit the objections to the same at a sub sequent term to be fixed by its order, and of which notice shall be given by board in the county court house and in such other manner as the court may prescribe. After such assess ments have been reviewed and equal ized by the court, if it shall find that the same are just and that the amount produced will be sufficient to carry out the proposed system of drainage, the court may order direct that such as sessment be paid by installments. If the original assessment is in sufficient to provide for the complete drainage of the land, or if further assessments are from time to time required to provide fof the protection, maintenance, and repairs of the' works. or to prevent overflow from flood wat- J then the trustees mu6t present to the ers, tney may present to tne county court a petition praying for the or ganization of a drainage district. Such county court a statement of vie work to be done and an estimate of its cost; and the court must make an order, to assess the amoust of such es commissioners to be named in such timated cost as a charge upon the lands in the district, which assessment must be made and collected in the same manner as the original assess ment. ' - The board must keep accurate ac counts of all expenditures, which ac counts and all contracts that may be made by them are open to the inspec tion of the county court a nd every person interested. petition shall contain a description of ' order directing the commissioners who the boundaries and the approximate ' made the original assessment, or other number of acres in the proposed dis trict, and the names of three persons to serve as trustees for the first year and until their successors are chosen and qualified. A copy thereof shall be served on each record owner and to be found within the county in which such drainage district may be located. After the approval of the petition by the county court the directors shall cause a meeting of the residents of the district, to be held at a convenient time and place and upon a reasonable notice to the owners of lands within the district for the purpose of adopt , ing such by-laws as they may deem necessary for the purposes for which the district was organized. Such by laws shall prescribe the manner of election of trustees, of the acquire ment of real and personal property for the purpose of the district, and for the construction, maintenance, and op eration of the drainage system. Such by-laws shall not be operative until they are approved by the county court, which approval shall be noted and a copy thereof to be kept on the files by the county clerk, and the court Bhall have power to modify or amend said hj'-law's, by and with the consent of the land owners of the district at a meeting called upon such reasonable notice as may be prescribed in such by-laws. "The board of trustees must report to the county court the plan of work and the estimates of the costs, to gether with the estimates of the in cidental expense of superintendence, repairs, etc. The county court shall appoint three viewers, disinterested tux payers of the county, and such viewers must view the lands situated in the dis trict and make upon such lands an assessment of the benefits which mny derive from the work.
