In .taxing bachelors for the benefit of babies, Memphis is doing by. a rather unconventional "tax" system, there is a crude justice that will ap peal to most married men end -women. The wedded members of so ciety especially when they happen to be rearing children, are acutely con scious of the difference . in income caused by the extra demands on the pay envelope. To them U seems that bachelors get off very easily. Thus, while ' actual discrimination against unmarried men is rare there is an . undercurrent of ' public ' sentiment which undoubtedly would favor spe- . cial taxes for them. ' . When any such tax is levied there is no better way to spend the proceeds than for the comfort and health of babies. ' In Memphis there seems to be a general agreement on the part of the bachelors to waive any consti- : tutional rights they may have to con teat such a tax and instead of kick ing they contribute cheerfully to what all must admit is a good cause. Cer tainly the actual good which is being accomplished there, has justified the experiment. : , ' . ; : ' , : The bachelor has such an easy, carefree existence that it is no won- . der modern society is thinking of ways and means to. make him give up some of his surplus wealth. He feeds one where the married man with children , feeds several. . .He clothes one -usually in ultra . gor ' geous raiment where the married man is lucky if he gets a new suit of .clothes after the wife, and young sters have been suitably arrayed. In fact, there is good ground for believ ing that he Blides through, the world altogether too pleasantly and grace fully. . Besides having all he earns to lavish on himself he has no small ad vantage in the economic race through being able to move from place to place at will, thus being able, to increase his income in a way that a married man, often tied to one spot through family considerations cannot. In fact society is just hard hearted enough today to adopi almost any feasible method of requiring , the bachelor to pay for his freedom. He dwelt at length on the moral or ethi cal rules, which he declared, more than written laws, determine the conduct of communities and nations. Without such conduct, he declared, and the re straint which it imposes, "there could oe no tolerable social me." : He declared that if this ia so within a nation, the system is possible among a group of nations.
