Formal business se.isicns cf the three days conference in which 'scores cf prominent munici pal experts, authorities on city build ing and architects have participated, closed today' with a report from the committee appointed in Boston last year to conduct a study of city plan ning. The report was preceded by an address by Dr. Werner Hedgemann, of erlin, who took for his topic "The Foreign Plan of Paying for Municipal Improvements."
