(To the editor) At the meeting of the Co lumbia & Snake River Waterways Association, held at Pendleton on April 14 and 15, the question came up: "Who will be benefitted by an open river?" Some seem to think that only the towns and land lying- adjacent to the river would derive a benefit, and the interior towns and country would re ceive very little benefit from water transportation. ;. . I maintained that we should look at the" matter from purely a' business standpoint, and that business was a verV cold-blooded proposition, and that sentiment counted for very little when It ran up against the chase for the almighty dollar; and that, while the citizens of each state would like to remain loyal to their own . state end do their business within the con fires of their own state, still when i rneone offered them a fraction of a cent more for their produce, senti- ! nr:t took a back seat, and the dol I !sr mark won the day. I I stated that the matter of rates j -- reil'y of small moment to the shipper from a personal standpoint, is rr.d:r tre present laws, all per '.ens Are guaranteed the same rate on shipments of like produce from the same points; and all produce is bought on the basis of the market value and freight rate the competi tion being very keen, there is a very small margin left; and if the freight rate is reduced, prices are adjusted accordingly. The producer and con sumer are the ones who are benefited by cheaper rates, as in the case of reduction of rates, either the pro ducer gets the benefit in increased price, or the consumer gets the bene fit at the other end of the line in the decreased price of produce. The principal shipments from Un ion and Wallowa counties are grain and livestock, and our railroad rates today to Seattle and Tacoma on these articles are not based on the mileage distance, but on the rate to Wallula, and the rate from Wallula to Tacoma and Seattle. The reason for this is competition, which is a proof of J. N. Teal's argument that the rates are a matter of competition and necessity, and not distance; and I think there is no question that if Wallula and other river points get a cheaper rate, that we will get a benefit on same. To show a few comparisons on what water transportation will do, will give a few figures on grain and fiour rates: Portland to Japan by water, a dis tance of about (3000 miles, 25c per hundred. Portland to Boston by rail, about 3,000 miles, 79c per hundred. . The Dalles to Portland, 87 miles by water, 7Jc per hundred. Union to Pendleton, 85 miles, by rail, 14c per hundred. The opening of the Panama canal will undoubtedly make a readjust ment ofall ra'es to Atlantic coast and Mississippi Basin points, and - the nearer we pet water transportation, the better off we will be' , E.
