In every committee but the street, the chairman will have absolute power if the balance of his committee is deadlocked, as there are but three members in each of the committees, but on the other hand, -the duo that comprises each committee has the power, if united, to transacts any business It desires. It is only In the case of deadlocks In the committee that the chairman will become supreme, and this is likely to occur more frequently than If there were more In the commit tee.
