of its business. Such ordinances as
will be deemed necessary by each
committee will be discussed in com
mittee room, dratted by the commit
tee, and come to the next regular
meeting of the council with 'the com

and furthermore, have the committee
report attached. Previously it has
often been' necessary to rerr oral
nances to committees after their in
troduction, causing a loss of time.
Complete Organization Wanted. ,
The mayor has Instructed the var
ious committees to meet at once and
complete their organization. Thl

when the council meets again. The
policy will add spice to the next com
mittee meetings for the chairman
ships are Invariably sought after
they give a decided power now but
under the new method will be even
moie powerful Insofar as the com
mittee work Is concerned. Ag point

tentative chairnians named by him
can be changed at any time the com
mittee sees fit. In every committee
but the street, the chairman will
have absolute power if the balance
of his committee is deadlocked, as
there are but three members in each
of the committees, but on the other
hand, -the duo that comprises each
committee has the power, if united,
to transacts any business It desires.
It is only In the case of deadlocks
In the committee that the chairman
will become supreme, and this is
likely to occur more frequently than
If there were more In the commit

This matter came up last night after
the new council took charge of uf

expert accountant with the recorder.
It is the opinion of some of the
councllmen that this accountant be
also a stenographer and do all the
clerical work for the committees and
for the council and recorder. A sten

position will be merged, with the ac
coiintnnitship, hut this Is only conjec-
od of doing business will demand
that minutes of committee meetings
