At the November election in 1310,
the people of the state by a majority
vote, adopted nn amendment to the
.itate constitution, forbidding poll tax

constitutional amendment also for

ment the counties of Clackamas, Mult
nomah and Coos have initiated meas
ures to establish the single tax in
each.
The lust legislature of this state
found its hands tied by this constitu
tional amendment, so that neither It
or the pople of the slate as4a whole
hud the power to pass any law for the
levy and collection of taxes, uniform
throughout the stale, and submitted
to the people of the state three consti
tutional amendments, which will he
ovted upon at the November election:
The first of thse was Senate Joint
Resolution No. S, found on page 1.1.

in subdivision "1" exempts from taxa
tion all personal property and all im
provements on real estate, but allows
any county that wants to to Initiate
a law applying to that county alone,
to tax Improvements and personal
property. Dut If this amendment is
carried the state will be Immediately
under a special tax system, and If
any county thereafter adopts a special
law, taxing lmprevements and person-
r.l property, such .county will have a
different method from the other couu
ties of the state, and will he punished
by having to pay about TiO per cent
more than Its aha re of the states
taxes. So it Is hardTy probable that
any county would want to be the first
to assume this extra burden, and It
is safe to say that if this proposed
amendment Is adopted by. the people
of this state, that we will have Single
Tax for keeps. The immediate effect
of adopting this measure would be
to place the new method Immediately
in force, and all the work.done by the
assessors In preparing the tax roll
for the coming year will be thrown
away. I'nder the present plan, im
proved property Is assessed as such,
and Improvements are not assessed
separately except on undeeded lands.
It Is hard to see how the county
courts could make a levy under the
amendment, if it carries, without first
having the lands of the county assess
ed over again, under the provisions
of this measure. The Jast subdivision
of this proposed amendment repeals
all provisions of the constitution and
statutes In conflict, and provides that j
this amendment shall be self-execut
ing: that other laws may be enacted
to aid its operation but none to re
strict its effect.
Tills proposed amendment Is very
skillfully drawn by people who thor
oughly believe 111 the slngl-s tax Idea,
and if it carrha they will have all
they desire; ff It fails, and they suc
ceed in carrying the single tax meas
ures In ether of the three counties,
that particular county will be In posi
tion to escape about one-third of it s
pivsent state taxes at the expense of
the other counties of the state. In
these measures the single taxers are to try It on the guinea pig first.
in position to make a strong appeal . Hoping that this may have the effect
to self-interest for voters to carry
the last measure and defeat the other
three, because less than one-third of
the voters In the state of Oregou own
any Interest In lands. The people who
favor the single tax idea will natur
ally vote galiist the three amend
ments proposed by ' the legislature,
and vote for this so-called Graduated
Land Tax measure, while the people
who are opposed to the single tax no
tion will naturally vote for the three
measures proposed by the legislature
and against the amendment proposed
by Initiative.
The people of many states have
their attention turned towards Ore
gon, anxious to see how their experi
mental nwdiclne will work. Like the
