WHEREAS, the city of La Grande tiv resolutions QUiy passeu Dy ine council deemed it expedient and nee- essary to improve 12th, 13th, 14th, 15th and 16th streets In Connordale addl- . . kA nllu it T .D n,nnnA nratrnn iiou w iu . w.o, by laying mereuu ceiueui BiuewaiBj) and WHEREAS, standard plans ' and specifications have been heretofore duly passed and adopted for the con struction of said cement sidewalks; and WHEREAS, notice of the intention of the council to improve said streets 5 as been duly given to the property owners whose property abuts upon said streets respectively and which Is specially benefited by said Improve ment; and WHEREAS, a hearing was duly granted to any person feeling aggriev ed before said council; and WHEREAS, tbe council -of the city of La Grande met at the council cham- bers ln the city of La Grande, on the respective days at tbe hours specified for the respective hearings on said improvements and at each of said meetings there was no objections, re monstrance or other claims of any person feeling aggrieved; and WHEREAS, such proceedings were 9 - uou uj tuc luunvii mat yi uuonio I wwere Invited for the construction of -jniald sidewalks, and within said re- f anerHve times hlda were rerelvprl unit one of them accepted; and WHEREAS, such proceedings were thereafter duly had In the premises that ordinances were duly and regu larly passed authorizing tha-mayor and recorder ot the city of La Grande to enter into contracts for the Im provement of said streets heretofore mentioned by laying cement sidewalks in accordance with said plans and specifications; and WHEREAS, the work provided for In said contracts was completed and accepted by the city of La Grande, and the council by resolution deter mined the cost of making such im provements and duly met and consid ered and completed assessments : to covet the costs and expenses of such Improvements upon and among the several parcels of property affected and benefited thereby, and in no case did such assessments exceed such benefits: and . .... . 1.
