Cochran of La Grande, one of the members of the state water board of district in the circuit court room. His control, spoke to the farmers of this district In the circuit court room. His talk was confined exclusively to the explanation of the new water rights laws In the course of which he ex plained that the adjudication was a :aatter of record and did not neces sarily mean that anyone would be de piived of their rights or have them changed. The farmers are filing their affida vits to the rights today with the loard. Mr. Cochran explained that the proofs ns handed In by the far mers would be kept on record at the slate office In Salem with the clerk cf the commission and would be open to Inspection. The regular time for this public Inspection Is 60 days but It will be the endeavor of the board to keep them ready for Inspection un til January 1. At any time from now t.i.tll then the farmers will have an opportunity to file objections to any of the filings. After January 1 the board will make out their report and confirm or apportion the rights of the different holders on Powder river ns they see I best. The present meeting here will j continue through tomorrow, On June 22 the board of control will meet at Medical Springs for a hearing, though not originally plan ned on. The hearing was granted to the farmers of that district by James T. Chinook, chairman of the state water board.
