line already built to Quetta and mak
ing connection with the entire Indian
system. That would mean a "short
cut" to India and would strengthen
.England's position. But it would also
Involve crossing Arabia, which is a
"Turkish possession, and Persia, which
Is In political turmoil.. And an at-
-tempt of that kind mlghf also bring
on tte .long anticipated clash with'.
Russia. One object of Russian actlv-
lty In Persia Is believed to be the ac-,
qulsltlon of a "warm water port" on
the Porslan gulf, and such a purpose
would conflict directly with the Eng
lish railroad undertaking. .

born in Cape Vincent, X H., May 18,
1838, and received his education at
Wesleyan university. From his grad
uation until the outbreak of the civil
war he taught school. : In 1861 be en
listed as a private In. a New York
regiment and the next year he ralBed
a company of Ohio sharpshooters, af
terwards known as "Gen. 'Sherman's
Body Guard." At the close of the
war Mr. Squire returned to New York
and remained there until 1879. He
then removed to Seattle, where he In
augurated many 'extensive business
enterprises. . He ... was governor of
Washington territory for three years
and In 1889 was elected United States
senator, serving until 1897
