' With all councilmen save Tom Flem through its regular routine of meet ing present the city council went ing last night, hearing the list of bills read and officers' reports handed in. Among the important matters coming, to the attention of the law makers was the petition Iron the library com. mission signed by a large number of citizens asking what the city property corner on Fourth and Pennsylvania be set aside for library site purposes. The petition was referred. A lengthy re port from City Attorney Cochran held that the city has jurisdiction on a dis tance of three mile sfrom the city lim its in handling and abetting nuisances. This came up In answer to the petition of North Side people asking that the Grande Ronde slaughter house be not rebuilt at its present site. The bid of Geo. H. Sutherland for the construction of sewer in 6, on M avenue, was accepted. It ia on the same basis as his bid for the regular work being done.
